Manager, Economic Resource Sector

This position is excluded from union membership.
This position has full time on-site requirement at the Office of the Comptroller General in Victoria.
There is currently one (1) full-time permanent position available.

The Financial Reporting and Advisory Services (FRAS) Branch is responsible for championing, managing and implementing high-level finance-oriented business and accounting policies and common accounting and reporting approaches across government.

The branch develops and implements financial, accounting and reporting policies to support government's high standards for transparency and financial accountability.

The branch provides expert professional accounting advice and analysis and sets financial and administrative standards and procedures to support ministries, Crown corporations, schools, universities, colleges and health organizations (SUCH).

The branch prepares all financial (actual results) reports and statements (routine, ad hoc, and annual) for the legislature and other provincial clients


The Manager develops and approves the draft and final published numbers for the annual Public Accounts for the province including ministries' reporting within the Consolidated Revenue Fund, Crown corporations, School Districts, Universities, Colleges, Hospitals and Health Authorities.

The Manager is responsible for reporting under the _Budget Transparency and Accountability Act_ and the _Balanced Budget and Ministerial Accountability Act_ and is responsible for all related communications.

The Manager advises all ministries on the accounting and reporting requirements for all financial reporting and restructuring.

The position acts as a pro-active change agent providing expert and creative direction to the Office of the Comptroller General and the government as a whole concerning accounting and reporting.

Job Requirements:


  • A Canadian professional accounting designation (i.e. CPA).
  • Minimum 3 years of progressively more senior professional accounting experience in all of the following:
  • Analyzing and preparing consolidated financial statements;
  • Analyzing and presenting recommendations on complex proposals;
  • Providing direction and advice to clients on a variety of financial and accounting management issues.
  • Experience supervising professional staff and training financial personnel.
