Manitoba Emergency Measures Organization (EMO) is designated under The Emergency Measures Act with responsibility for overseeing and coordinating all aspects of emergency preparedness in the province and managing, directing and coordinating the provincial response to a major emergency or disaster.
This involves collaboration with all provincial departments, other levels of government (federal and municipal), non-governmental organizations, and the private sector.
Manitoba EMO offers training and assistance across all phases in the emergency management spectrum. EMO prioritizes collaboration and coordination with provincial departments to align on priorities, support services, guidance, and expertise.Conditions of Employment:
- Must be legally entitled to work in Canada
- Must possess and maintain a valid class 5 driver's licence.
- Must be able to travel within the province as required.
- Must be available for extended periods of emergency operation and recovery when required.
Qualifications:
Essential:
- Post secondary education in emergency management, public administration, social sciences, education, or an equivalent combination of relevant education and experience.
- Experience in conducting research and analysis for policy/project development and implementation using qualitative and quantitative research methods.
- Excellent written communication skills including experience writing a variety of documents, such as speaking notes, reports, briefing materials, letters, policy papers, and authorityseeking documents.
- Excellent verbal communication skills including the ability to facilitate meetings and clearly present complex issues to a variety of audiences.
- Strong project management skills, with experience leading complex projects in collaboration with diverse stakeholders.
- Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines.
- Strong political acumen with the ability to manage confidential and politically sensitive materials and situations in an appropriate manner.
- Experience developing and designing training programs, mapping schedules, presenting and facilitating sessions for various groups while working independently with limited supervision.
Desired:
- Solid understanding of emergency management principles is required to enable the incumbent to work with experts on complex issues.
- Knowledge and understanding of Manitoba's geography, including key transportation features.
- Knowledge of provincial and federal legislation and regulations pertaining to emergency management and public safety.
Duties:
- Reporting to the Manager of Education and Quality Control, the incumbent will oversee the development, implementation, and oversight of a comprehensive training program for Manitoba Emergency Measures Organization (EMO) staff and their partners. In situations where the Manitoba Emergency Coordination Centre activates, the incumbent must be available for extended periods of emergency operation and recovery when required._
