The Manitoba Ombudsman is an Independent Officer of the Legislative Assembly with oversight responsibilities under The Ombudsman Act, The Freedom of Information and Protection of Privacy Act (FIPPA), The Personal Health Information Act (PHIA), and The Public Interest Disclosure (Whistleblower Protection) Act (PIDA).

The Ombudsman's role in our parliamentary system is to ensure public administrators are accountable to citizens and treat them fairly and appropriately when they administer programs, make decisions, and respond to requests for information.

The Ombudsman also promotes and protects the citizen's right to privacy and holds public bodies and trustees to account when privacy breaches occur.

They also prevent wrongdoing in public bodies by working with whistleblowers to investigate their allegations and protecting them from reprisal in their workplace.

In addition to investigating complaints and disclosures from the public, the Ombudsman has broad authority to:

- investigate on their own initiative and report on matters that are in the public interest.
- comment on privacy implications of proposed programs/services, the administration of the legislation and the policies and procedures to handle wrong-doing disclosures;
- conduct audits and monitor compliance with FIPPA/PHIA and;
- provide information and educational services about the acts and the role of the office to public bodies, and the Legislative Assembly.


The policy analyst position plays a critical role in working towards achieving the strategic and tactical priorities of the Ombudsman which are guided by the Operational Service Plan and an evolving external environment.


Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Ability to work a flexible work schedule and ability to travel within Manitoba
  • Satisfactory Criminal Record Check, Child Abuse and Adult Abuse Registry Checks

Qualifications:

Essential Criteria:


  • The Policy Analyst requires a university degree (Masters preferred) in the Social Sciences, Public Administration, Business Administration or relevant specialized discipline with several years experience in a related field. An alternative combination of related education, training and experience may be considered if the competencies for the position can be proven.
  • Strong analytical and critical thinking skills including the ability to perform research, interpret, assess, and synthesize information in logical, plain language.
  • Knowledge of the policy development process and the principles of quantitative and qualitative research and analysis.
  • Exceptional problem solving, conflict resolution and facilitation skills.
  • Excellent written communication skills for the purposes of developing background material, research and analysis papers, and other original material, which are used for the development of policy, positions, and recommendations.
  • Excellent interpersonal skills to communicate effectively and courteously.
  • Strong organizational skills including the ability to work independently while managing a workload with competing priorities, expectations, and deadlines.
  • Project leadership and or management

Desired criteria:


  • Experience working within the public sector
  • Experience in change management practices, principles, or planning
  • Knowledge/experience working with Microsoft Word, Excel, SharePoint, and PowerPoint
  • Experience in data visualization
  • The ability to communicate in French is considered an asset.
