Primary Duties

This position will involve the oversight of the regulation of the natural gas supply to the City of Kingston as well as throughout the distribution service area and will include the metering and regulating of the gas supply to large scale residential and commercial sites.

This position provides leadership, planning, coordinating and direction to staff involved with the maintenance, repair and replacement of regulating and metering equipment and the operational aspects of the natural gas regulating stations and large meters.

This position will require adherence to all health and safety considerations, rules and procedures for employees, contractors, and customers.

You will advise on and consider implementation strategies for risk mitigation, code and regulatory matters and compliance with internal operating policies and procedures as they affect regulating station maintenance, operations and metering.

You will advise on both short
- and long-term asset management issues that are a reflection of the operation and maintenance activities conducted on these facilities and assets. You will co-ordinate, plan and implement activities of staff, organize and plan daily and long-term work assignments, coordinate and support the work of others, and other related tasks.


In addition, you will be responsible for:

  • Communication of daily tasks to the rotating staff.
  • Inform management of issues, changes, risks associated with the natural gas distribution system.
  • Act as primary contact for capital work affecting regulating stations.
  • Ensuring adequate supply of parts and material are available to respond to issues.
  • Assisting in the training of others in the regulating function.
  • Assist SCADA with calibrations of equipment.
  • Planning, coordinating and leading bypass operations when required.
  • Undertaking and assisting with gas inspections including contractor coordination.
  • Coordinate large meter inspection with customers, meter shop and service advisors.
Education, Certification and Other Qualifications Required

  • Minimum grade 12 secondary school diploma and achievement of the triple competency including G1 or GUT
  • Demonstrated experience and knowledge of boiler vacuum systems, boilers, basic understanding of electrical systems and Mercaptan systems.
  • Minimum 3 three years experience with regulating stations and large commercial meters.
  • Knowledge of applicable legislation and associated codes and procedures such as but not limited to Z 662, B14
  • Ability to demonstrate operational competency in testing on work specific procedures excellent demonstrated knowledge and understanding of health and safety policies and standard operating procedures.
  • Effective leadership, with excellent organizational skills, resourcefulness, and self starter who is willing to accept change and implement it.
  • Good problemsolving skills along with proactive development of solutions seeking efficiencies and improvements.
  • Effective team leadership and team building skills.
  • Proficient in the use of computers skills including Microsoft suite of office products, Apple devices ARC-GIS, workforce and collector apps.

Special Working Conditions/Conditions of Employment
Obtain and maintain the required licences, trades, certification and/or professional designation associated with the position. Required to perform after-hours on-call duties on a rotational basis and respond to emergency calls within a designated timeframe.
