Main Purpose and Function


The Engineering Assistant - Operations Support (Supervisor, Parking Operations) supervises and coordinates the work of Parking Operations front line staff in a 363 day/year operation.

The position is responsible for overseeing the day-to-day activities of staff whose duties involve the installation, repair, and maintenance of City parking meter infrastructure and/or the collection of revenue from parking meters.


Specific Duties & Responsibilities

  • Staff Supervision_
  • Plans, assigns, reviews and supervises the work of Parking Operations Staff.
  • Promotes and models respectful relationships with staff, managers and the public.
  • Supports hiring processes, provides hiring recommendations and conducts new employee orientations, evaluates training needs and develops and delivers training plans.
  • Supervises and /or reviews routine repairs and overhauls on parking meters for workmanship and compliance with established standards.
  • Responsible for different aspects of Coin Collection and Meter Maintenance related to monitoring, coaching, reviewing and improving work done by direct reports.
  • Reviews and implements work routes and plans for operational organization and deployment.
  • Ensures security and safety practices are followed by staff.
  • Makes recommendations to management for modifications to improve the efficiency and/or the delivery of services via ongoing collaboration with team members.
  • Promotes productivity, engagement and team development through crew talks and informal checkins with staff.
  • Conducts informal Attendance Management meetings.
  • Operational Functions_
  • Point of contact for staff regarding technical issues/questions.
  • Ensures Parking Operations equipment is in working order and available for use by carrying out scheduled equipment checks, schedules and repairs equipment.
  • Utilizes software to configure backend information for software supported parking meters, including parking meter rate changes, customer messaging on paystations and other software related changes.
  • Monitors and interprets parking meter system messages to review, address, and escalate system failures and status of parking meter footprint as required.
  • Troubleshoots and diagnoses digitized equipment.
  • Guides all technical work of meter technicians involved with electromechanical hardware.
  • Occupational Health and Safety_
  • Ensures staff compliance with Branch, City policies and procedures such as WorkSafe BC, Stay at Work and other safety and loss prevention activities/programs.
  • Ensures physical inspections are completed to comply with safety requirements for all equipment, vehicles and tools.
  • Participates in OHS committee meetings as Supervisor Representative and collaborates with all stakeholders to promote Health and Safety practices in the workplace.
  • Conducts monthly and annual safety inspections.
  • Develops for review and recommends safety protocols for field work.
  • Provides guidance and education on OH&S initiatives for staff.
  • Conducts initial investigations into health and safety matters, creates cases for review by entering findings into WorkSafe BC databases.
  • Reporting/Documenting_
  • Monitors, records and updates operational performance metrics, including Key Performance Indicators to support coaching staff and site visits.
  • Utilizes system software to analyze work being conducted, reviews system status and reports out to management routinely.
  • Tracks and reports the status of onstreet inventory, provides forecasts for hardware types required for daily use and project work.
  • Tracks progression of project work and reports status including rationale for progress.
  • Prepares drafts and maintains training and procedures manuals in conjunction with a Superintendent through VANDOC's and other file sharing tools.
  • Security and Asset Management_
  • Ensures assets (parking meters and coins) are secure by following security protocol, PCI, and championing security best practices.
  • Reviews and recommends new or improved methods and procedures to ensure City assets and equipment are secure and safe.
