Halifax Regional Municipality (HRM) Organics Management Facility:

The HRM Organics Management Facility is a $450 Million Dollar; 25-year Capital and Operational Commitment to design, build, own, operate, and transfer (DBOOT) partnership between HRM and Harbour City Resources (HCR).

This new facility will be located at 37 Evergreen Place in Halifax, Nova Scotia.


The Facility is currently in the final construction phases with planned commissioning of key technology, systems, and processes currently underway.

Performance Testing or Hot Commissioning with organics will begin in March 2024. It is expected that the Health, Safety and Environment Lead will be required for Hot Commissioning activities in March.

Health, Safety and Environment Lead Profile:_


We are seeking an experienced H&S professional with an interest to learn the environmental compliance aspect of an organics processing operation.

This role will require collaboration with our operations and maintenance team members to continue our safety-first culture while delivering on day-to-day business objectives, contractual requirements and Nova Scotia Environment and Climate Change regulations.

Reporting to the General Manager, notable day
- to-day activities but not limited to, include the following:

  • Ensuring environmental compliance with HRM and Nova Scotia Environment and Climate Change.
  • Collect compost, process water, stormwater and residue samples in accordance with applicable guidelines (i.e. CCME Guidelines for Compost Quality).
  • Manage laboratory submissions, tracking and reporting of sample results to applicable stakeholders.
  • Investigate all safety and environmental incidents that occur with appropriate due diligence resulting in defined action items, opportunities for improvement and required compliance reporting.
  • Ensure H&S compliance with Nova Scotia Department of Labour, applicable OEM regulations and AIM HCR policies.
  • Assist with applicable daily and related inspections and audits ensuring proper documentation and reporting.
  • Lead monthly Health and Safety meetings and training programs.
  • Facilitate all onsite orientations for key stakeholders' groups to ensure a complete understanding of AIM and HRM policies and procedures.
  • Responsible for daytoday activities that ensure compliance with the terms and conditions of AIM's Contract with HRM.

Qualifications and Experience:


  • CRSP, NCSO or other applicable recognized H&S Certification(s).
  • Strong knowledge and experience with COR Certification and Certifying Partners including completing COR Internal Audits considered an asset.
  • Training expertise or willingness to learn and execute training programs across various heavy equipment domains and structural environments including AWP, Fall Protection, LOTO, Confined Space and other related disciplines considered an asset.
  • Previous experience in an environment field considered an asset.
  • Previous leadership experience considered an asset.
  • Strong interpersonal and communication skills.

Working Conditions:


  • Lifting up to 50 lbs.
