Under the supervision of the Director of Procurement, the incumbent will coordinate and manage the procurement process, ensure compliance with the procurement policy and procedures and with applicable laws and regulations.

He will ensure that the procurement requirements of the Montreal Port Authority (MPA) are met in an optimal manner.

Help MPA applicants to identify their needs, analyze and determine their preferred procurement strategy, including appropriate solicitation channels:

  • Help applicants to identify their short, medium and long-term equipment and service needs;
  • Conduct research on suppliers' rates, quality of services and guarantees;
  • Offer guidance on solicitation channels (public tenders, invitation, accreditation or private contracts), depending on estimates for the contract to be awarded, the confidential or strategic nature of the requirement, etc.
Coordinate and manage the procurement process, as per the selected procurement strategy, while ensuring compliance with the procurement policy and procedures and with applicable legislation and regulations:


  • Coordinate the tender process:
  • Review and ensure compliance with tender documents (estimates, specifications, etc.);
  • Determine eligibility, compliance and assessment criteria;
  • Identify potential suppliers in collaboration with the applicant, and invite them to participate;
  • Respond to questions from bidders and arrange information sessions and site visits, as required;
  • Analyze and validate the compliance and eligibility of bids received;
  • Plan, prepare and moderate the selection committee;
  • Prepare the recommendation report;
  • Award the contract and contact unsuccessful bidders.
  • Solicit suppliers to purchase goods and services that do not require a call for tenders, analyze bids received, negotiate the terms and conditions of purchase and issue appropriate documents;
  • Ensure that the MPA's needs are met in an optimal manner and that the continuity of MPA operations is not adversely affected.

Manage and set up contracts:

  • In collaboration with applicants, measure and document suppliers' performance, identify corrective actions required and ensure follow up;
  • Participate in the issue or conflict resolution process as required;
  • In conjunction with applicants, carry out contract renewals in accordance with the adopted strategy (option, extension or tender).
Ensure that best procurement practices and market trends are monitored:

  • Contribute to improving the overall supply chain process in collaboration with the various MPA departments involved and ensure that best practices are monitored;
  • Ensure that health and safety criteria, along with environmental and social considerations, are included in procurement processes to limit the impact of MPA activities on the environment and to prevent any potential issues;
  • Maintain and optimize tender templates and the pool of qualified suppliers who are able to fulfill MPA requirements;
  • Keep abreast of MPA needs with regard to goods and services, supply sources, availability, cost structures and market conditions.
Participate in the continuous improvement of processes related to this position and/or department as required.

Perform other related duties.


Qualifications

  • Bachelor's degree in business administration, specialization in operations and logistics management or other relevant discipline;
  • 7 to 10 years' of relevant experience;
  • Accreditation in Procurement and Supply Chain Management is an asset;
  • Expert knowledge of MS Office Suite;
  • Bilingual (spoken and written French and English);
  • Prior experience using the SAP MM module is an asset;
  • Ability to work as part of a team, along with flexibility and initiative.
