Job Summary


The Assistant Chief, Design and Construction is responsible for leading and overseeing the Design and Construction and Public Works teams.

In a system-wide approach, the role is accountable for proper management of internal and external budgets, troubleshooting, mentoring and developing team members as well as helping them prioritize tasks.


Main Responsibilities

Capital Projects Execution Leadership

  • Coordinate internal and external capital expenditure projects
  • Oversee team management of projects with both internal and external stakeholders from conceptual design development through construction
  • Lead the design process including design reviews
  • Oversee capacity upgrade projects (significant capital expenses) for internal functions
  • Review prepared costs, estimates, and production schedules for projects
  • Engage with external stakeholders (municipalities, utilities, and Transport Canada (TC)) to complete construction projects (e.g. turning a level crossing into a grade separation)
  • Collaborate with and support the Senior Manager, Public Works during contract negotiations with the municipality
  • Collaborate across CN's various functions to ensure commitments made in project planning are met

Tracking and Reviews

  • Coordinate the Flagging protection with CN staffing and contractors
  • Oversee response times and delivery to third parties by using a selfdeveloped performance tracking methodology
  • Collaborate with Marketing and Business Development to review request for proposed industry track plans and provide estimates for work to be performed by CN
  • Monitor arisen issues and ensure they are addressed in a timely manner

Budget Allocation, Execution and Management

  • Ensure Regional Senior Managers are adhering to and complying with respective budgets
  • Collaborate with Network Design, Finance, Marketing and Business Development to plan anticipated annual investment

Assistance and Technical Leadership

  • Act proactively by seeking collaboration for best practices
  • Consult internally with other functions on construction projects within CN
  • Provide internal assistance and guidance to support completion of construction projects with other internal functions
  • Provide assistance on general design principles, engineering drawings and ensure that specifications are accurate
  • Provide technical leadership and coaching to other CN functions
  • Collaborate with other CN functions to ensure current standards and requirements are known to the team

People Management

  • Maintain responsibility for CN's Life-Critical Rules (LCRs) and rule violations
  • Mentor and develop Managers and Engineers, and assist in defining roles and responsibilities
  • Provide coaching and feedback to direct reports
  • Provide direct reports with opportunities for career development
  • Participate in succession planning
  • Participate in performance evaluations, review findings from indirect reports for team members
  • Participate in regular team meetings and onsite visits with Senior Managers

Operational Issues

  • Resolve internal issues and provide visibility to upper management
  • Respond to emergencies such as operational issues, derailments, and washouts
  • Run the rebuilding and ensure the integrity of civil structures
  • Oversee accidents and injuries reviews and responses for both CN and contractors' staff

Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences. The incumbent is required to walk on uneven ground, climb up steep embankments, and walk long distances.

Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

The role requires regular travel (up to 50%) across the network, with potential to be away for periods of time depending on the projects being delivered.


Requirements:


Experience
Design and Construction

  • Minimum 15 years of experience in construction
  • Experience in managing and mentoring staff (Engineers and Technicians)
  • Railway experience
  • Experience in track survey, track design, bridge design, draining design and spec writing
  • Any experience for these above would be considered as an asset

Education/Certification/Designation

  • Bachelor's Degree in Civil Engineering
  • Valid Driver's License
  • Prof
