POSITION PURPOSE

Reporting to the Supervisor, Health Protection, is responsible for monitoring, promoting, and ensuring compliance with Provincial and Regional legislation, as well as Ministry of Health and Long Term Care's Ontario Public Health Standards, under the Health Protection and Promotion Act (HPPA) in order to prevent, eliminate and decrease health hazard impacts and infectious diseases in the Region; carrying out duties in accordance with Divisional, Departmental and Regional policies, procedures and guidelines.


MAJOR RESPONSIBILITIES

  • Carries out duties, provides public health inspection services in the community and monitors, promotes and ensures compliance with appropriate and related legislation, regulations, guidelines, policies, procedures, protocols and operational standards.
  • Inspects a variety of food premises, all public swimming pools, spas, wading pools and nonregulated water facilities and small drinking water systems.
  • Samples and monitors the water quality of drinking water systems and public beaches.
  • Acts as a Provincial Offences Officer to enforce legislation under the HPPA, the Provincial Offences Act and their associated regulations, including, but not limited to, seizure and issuing part 1 tickets, part 3 summons, warrants and orders.
  • Provides telephone consultation and service (e.g. Health Connection) to the community to handle public health inquiries or complaints and initiates corrective action and/or recommends alternative solution, where appropriate.
  • Responds to inquiries and complaints of drinking water quality; samples drinking water supplies when required, interprets water analysis reports and provides direction for corrective action.
  • Presents training courses and information sessions to educate the general public and specific groups, including school boards, food handlers, personal service workers, childcare providers, caregivers, health care workers, community stakeholders, targeted vulnerable populations, etc., using appropriate teaching aids.
  • Provides the public with healthrelated information and resources on public health programs including, but not limited to, Food Safety, Infection Prevention and Control, Vectorborne Diseases, Safe Water, Rabies, Infectious Disease Control, Indoor Air Quality and Climate Change.
  • Maintains electronic and manual records in accordance with Regional standards.
  • Completes reports and statistical analysis, as directed.
  • Participates in 24 hour oncall duties and responds to after hours emergency calls on a rotating basis.
  • Investigates and responds to public health related emergencies, such as floods or fires, providing support on potential health hazards in the community and inspection activities at emergency reception centres.

QUALIFICATIONS

  • Successful completion of a University Degree in Environmental Health or related field or approved equivalent combination of education and experience.
  • Current Certificate in Public Health Inspection (Canada) [C.P.H.I.(C)].
  • Working knowledge of pertinent regulations enacted under the Health Protection and Promotion Act, as well as the Ontario Public Health Standards, related protocols, directives, guidance documents and operational standards.
  • Valid Ontario Class "G" driver's license and reliable vehicle for use on corporate business.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
  • Demonstrated skills to conduct quality inspections.
  • Strong oral and written communication skills including report writing.
