The Ministry of Affordability and Utilities leads and coordinates the government's actions to deliver immediate cost-of-living and inflation relief, support long-term affordability, and oversee a safe, reliable, and affordable utility system.


Affordability and Utilities' mandate includes advancing a modern, safe, and reliable utilities system that meets the everyday needs of all Albertans, attracts investment, and supports job creation.

In addition, the Affordability and Utilities' efforts focus on coordinating and collaborating with other departments to provide timely, effective relief where it is needed most, including advancing affordability of insurance, housing, and food costs.


Role Responsibilities:


Are you a driven and analytical professional with a passion for strategic planning and performance reporting? We are seeking a skilled Business Planning and Performance Analyst to play a key role in driving the Ministry's performance and planning efforts, making a significant impact on our organization's success.


This position is part of a team of professional staff dedicated to supporting business planning and reporting as well as policy coordination, agency governance and outreach/engagement.

The position establishes relationships with internal and external clients to deliver on core responsibilities through consultation with executive, senior leadership, and key branch contacts within the Minister and with contacts in Treasury Board and Finance and other ministries.

The position requires significant collaboration and coordination within the Ministry and across government.

The role of Business Planning and Performance Analyst key responsibilities includes:

  • Collaborate on developing and submitting the Ministry's annual report to ensure the document effectively communicates the results achieved by the department, meets the requirements of the Annual Report Standards issued by Treasury Board Finance, and fulfills the recommendations set out by the Auditor General's audit of the Minister's performance measures.
  • Collect and analyze performance measures data and maintain logic models for the Ministry and for the Ministry's contribution to the Government of Alberta Strategic Plan.
  • Support the development of briefing binders for legislative committees, including Committee of Supply and Public Accounts Committee.
  • Represent the Ministry on governmentwide committees related to performance measures and reporting, as required.

  • Provide support/coveroff for team members, including in the areas of business planning, enterprise risk planning, operational planning, business continuity, strategic planning, and governmentwide committees related to business planning, including the Government of Alberta Business Planning Working group.
Complete secondary research on special projects as required.

Qualifications:


This position requires University graduation in a related field (Business, Public Admin., Arts, Science, and Planning) plus 2 years of progressively responsible related experience; or equivalent as described below.


Equivalency:
Directly related education or experience considered on the basis of:1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.


Experience:


  • Demonstrated experience in strategic business planning, including developing and implementing comprehensive business plans and performance measurement frameworks.
  • Proven track record in performance evaluation and reporting, ensuring effective monitoring and assessment of key performance indicators.
  • Extensive experience in policy development and issues management, navigating complex challenges and providing strategic solutions.
  • Familiarity with problemsolving techniques, utilizing analytical tools and methodologies to gather business intelligence and make informed decisions.
  • Experience writing professional documents for briefing senior executives and/or for public consumption.

Assets:


  • Strong understanding of Government of Alberta (GoA) business planning and strategic priority setting processes, aligning activities with government policies and priorities.
  • Indepth knowledge of GoA's departmental business plans, strategic priorities, mandate, and programs, enabling effective integration and collaboration within the ministry.
