What we are looking for:

Lead payroll administration activities for Oak Valley Health to ensure accurate and timely payments to employees.

This will be achieved by establishing and maintaining an effective schedule of payroll runs and payroll processes that meets legal, contractual and administrative guidelines.

The Payroll department resides in Finance and requires an individual that can forge relationships and open communication with departments such as Human Resources that are closely tied to the Payroll Function.


Responsibilities include:


  • To lead and direct management for payroll team, including the 1 Payroll Analyst and 1 Payroll Associate
  • Review payroll reports to support the accuracy of payroll
  • Perform yearend reconciliations: assist with the processing of T4 and T4A
  • Undertake activities related to problem statement development with to identify opportunities improvements
  • Develop payroll process improvements and update processing requirements arising from hospital, legislative, and regulatory changes; analyze impact of process changes for risks
  • Design, and implement updated payroll and related processes
  • Communicate payroll and process changes to all relevant staff
  • Provide recommendation on system update and changes to enhance and improve payroll processes
  • Review frequent payroll, benefits and source deductions audits in order to maintain and implement changes, bestpractice and quality control measures
  • Assist in establishing appropriate procedures regarding the request for information from employees, managers and external areas
  • Collaborate with other areas such as compensation, pension and benefits
  • Help to lead the implementation of changing legislation
  • Work with outside auditors and conduct analysis as requested
  • Model and encourage a culture of continuous improvement and excellence in service delivery
  • Provide leadership, coaching, technical guidance to payroll team
  • Acts as a liaison with all levels of Management regarding payroll issues.
  • Manage payroll services and related functions to ensure the accurate and timely processing of biweekly payroll for all employees in compliance with provincial legislation(s) and policies, as well as collective agreements, where applicable
  • Ensure that project outcomes align and move strategic goals and business goals towards targets
  • Measure and report project progress
  • Balance all payroll related balance sheet accounts by auditing information identifying and resolving discrepancies in collaboration with accounting team in Finance

What you bring to the role:

  • Post-Secondary education in related field required
  • Minimum 10 years' experience in a payroll leadership role
  • Process improvement experience required
  • Member of Canadian Payroll Association and Certified Payroll Manager (CPM) is preferred
  • Experience with Meditech Payroll Processing
  • Experience working in a health care environment an asset
  • Payroll systems management experience preferred
  • Experience with yearend processes and T4 creation, is an asset
  • Direct experience with federal and provincial compliance, required
  • Demonstrated ability to think strategically with a proven effective customer focus
  • Excellent verbal and written communication skills
  • Ability to multitask and manage time and workload, as well as client expectations
  • Selfdirected work habits coupled with positive collaborative abilities
  • Excellent consultative, critical thinking, problem solving and interpersonal skills
  • Demonstrated good attendance and performance records with the ability to maintain these same standards
  • Demonstrates a commitment to a healthy and safe workplace for self and others (staff, patients, families, etc.) by taking all reasonable precautions and working in compliance with organization related policies, health and safety legislation and best practices and completing relevant mandatory education as required

Work Schedule:

Monday to Friday days. Schedules may change based on operational needs.


Compensation:


Band E:
$ $56.56 per hour

$83, $110,292 per year
