Reporting to Manager, Employment and Settlement Services, the Settlement Supervisor will play a pivotal role in supervising and coordinating the day-to-day operations of the Settlement Services, with a specific focus on newcomers, refugee and asylum seekers.

The role involves overseeing staff, ensuring program adherence to standards, and contributing to the organization's mission and vision.


Duties and Responsibilities
Management and Staff Supervision

  • Oversee the daily operations of the settlement and community connections programs, ensuring compliance with all programs standards.
  • Manage program statistical targets, outputs, and outcomes in line with contracts and staff work plan goals.
  • Monitor staff for compliance and quality control in reporting.
  • Ensure timely completion of all required administrative tasks, including statistical and narrative reports in compliance with funder's requirements.
  • Provide leadership as an agent of the agency on relevant networks, committees and community events.
  • Prepare contingency plan to sustain continuity of program and service delivery in the event of staff/volunteer absence.
  • Authorize timesheets and attend interagency/networking meetings as required.
  • Train, orient, supervise, and evaluate staff within the community connections and settlement department.
  • Provide leadership and ensure effective team functioning within the department.
  • Convene team meetings to plan, develop, improve, and evaluate programs and services.
  • Support Manager in reviewing past grant submissions and engaging in negotiations with funders.

Program Delivery Coordination:

  • Conduct generic settlement needs assessment for newcomer and immigrant clients and utilize assessment findings in developing efficient case management and referral processes
  • Monitor and evaluate community settlement worker's individual settlement action plans with clients to identify unmet needs and good practices
  • Devise and implement the program's outreach strategy
  • Conduct information and orientation sessions for newcomer/immigrant families about Settlement Services and provide background on Canadian society, culture, health, laws and other aspects of life in Canada.
  • Establish guidelines, processes, and recommend program changes to address gaps in programming/service including case management and referral services
  • Establish connections and liaise with community organizations and agencies to develop policies and procedures for effective and efficient referral services.
  • Offer case consultation support in response to client issues and concerns.
  • Identify and respond to emerging program issues, evaluating effectiveness in meeting client needs.

Qualifications

  • University degree in Social Sciences, Humanities, or equivalent combination of education and experience in a related field.
  • A minimum of 3 years of managerial experience, preferably in settlement sectors
  • A minimum of 3 years of experience in staff supervision and evaluation
  • Knowledge of local systems, services and resources relevant to newcomer settlement and employment
  • Demonstrated crosscultural communication skills to work with newcomers and immigrants with intercultural sensitivity.
  • Strong leadership skills with experience in effective supervision, team building, and program evaluation.
  • Experience or training related to program evaluation and grant writing.
  • Experience in stakeholder representation
  • Excellent communication skills, sensitivity to ethnocultural programming, and multicultural issues.
  • Good time management, administrative, organizational skills, attention to detail, and followthrough.
  • Proficiency in both verbal and written English; proficiency in a second language is an asset.
  • Demonstrated ability to represent the settlement department in various capacities, including grant writing and external events.
  • Must be qualified to work in Canada legally for the employer.
  • Able to provide a Vulnerable Sector Screening check with a 'Clear' or satisfactory result that meets the operational requirements of the Agency.
  • Must have uptodate vaccinations against COVID19 with a vaccine that has been approved for use in Canada.
