Program Manager, Recycling & Extended Producer Responsibility

Full time, Monday through Friday, 8:30 am to 4:30 pm
Hybrid - minimum 3 days per week in the office
Location: 2238 Yukon Street, Vancouver, BC


About The Position


The Program Manager is responsible for the successful development, approval, implementation, and ongoing management of the provincial product stewardship programs operated and managed by Product Care, including administration and operations.


Responsibilities:


Leadership

  • Provide leadership, support, direction, and mentorship, to direct reports including recruitment and selection, training, and performance management, etc.
  • Assign and oversee duties to direct reports and contractors to ensure program goals and commitments are met.
  • Ensure direct reports practice and follow all appropriate procedures and standards.
  • Ensure direct reports have the tools, knowledge and training to perform their roles and contribute towards the successful delivery of programs.
  • Provide quality guidance and service to external programs.
  • Contribute to the organization's overall strategy priorities, goals and objectives.
  • Support crossfunction and crossprogram information sharing.

Program Management

  • Design and successful implementation of program goals, initiatives, and annual plans to meet the regulatory requirements/program commitments of all applicable programs and strategic priorities of the organization.
  • All aspects of program delivery, compliance and ensuring cost efficient, compliant programs are delivered within approved budgets.
  • Lead and oversee research, planning, implementation, and evaluation of programs and services.
  • Manage, liaise, and build relationships with various stakeholders including but not limited to provincial regulators/oversight bodies, local government, industry members and industry associations, third party auditors and service providers.
  • Attend and present at events and conferences, as required, as the face of the program(s) to build and maintain positive relationships with key stakeholders.
  • Liaise with client representatives through the planning, organization and leading meetings, presentation of program reporting and managing client commitments.
  • Develop policy for programs in relation to program needs and regulatory requirements.
  • Coordinate work of supporting departments to ensure an efficient operation and effective service delivery for the program, with the objective of continuous improvement.
  • Manage stakeholder relations and communications including industry members, consumers, regulators and trade associations.
  • Analyze and prepare program reports and other documentation for internal and regulatory reporting.
  • Conduct research and analysis to develop strategies and find synergies for continuous improvement of program operations, performance and internal processes.
  • Create and recommend strategic plans and policy direction for program development.
  • Proactive risk management.
  • Develop and manage program budgeting.
  • Develop and manage key performance indicators.
  • Oversee and manage tracking the development and growth of collection systems.
  • Manage the growth and development of collection networks (collection sites and collection events) and the administration and management of collection contracts.
  • Work with other provincial program managers and directors to understand their program similarities and differences to move towards consistency in program and stewardship administration.
  • Respond to regulatory changes and needs.

Analysis & Reporting

  • Development and submission of annual reports to the various Ministry of Environment and oversight bodies, including any required thirdparty audit.
  • Management and board reporting, including dashboards, trends, new program initiatives.
  • Create models to analyze various performance metrics and scenarios.

Financial Management

  • Create and manage program budgets for programs.
  • Oversee the financial performance of programs.
  • Work with finance team on fee setting and modifications.

What You Bring

  • Postsecondary education in environmental studies, sustainability, engineering, business or equivalent experience.
  • Minimum of 5 years, program or project management, waste management, stewardship experience or similar highpaced management role.
  • Strong program and project management skills.
  • Effective communications skills, written and verbal, with the ability to listen and persuade.
  • Analytical thinking, very good problem solving and troubleshooting skills.
  • Proactive, takes initiative, and strong work ethic.
  • The ability to multitask is essential.
  • High energy level with an ability to inspire and motivate staff to meet objectives and deadlines.
  • Proficient in MS Office Suite.
  • CRM and database management experience is an asset.
  • Legally able to work in Canada full time, without restrictions.
