General Accountability:


  • Contributes to the success of the TTC's 'people' objectives by developing, implementing, and coordinating short and long term human resources (HR) solutions, strategies, plans and programs to support client business objectives. The role acts as first point of contact for HR matters within an assigned business unit or section of the TTC, and builds relationships with the client management as a trusted advisor, driver and facilitator of change. Provides business advisory services, generalist advice, consultative services and direct support to the client on a variety of HR management issues, policies and processes to promote an effective, onecontact approach to HR management practices.

Key Job Functions:


  • Provide support and guidance to managers / supervisors through interpretation and implementation of corporate policies, procedures and collective agreements, ensuring compliance with applicable legislation and regulations.
  • Provide coaching and counselling to clients on areas such as staff career development, performance management, labour relations, attendance management and workplace investigations.
  • Participate in aspects of labour relations in conjunction with the Employee Relations Consultant including Step1 and Step 2 grievances and CA interpretation, and provide support in the administration of employee discipline as required.
  • Provide support in all aspects of attendance management, working with managers to assess specific attendance issues, identify potential problems and provide a solution/alternative, write correspondence letters, and participate in attendance meetings when necessary.
  • Partner with Occupational Health in providing support for employees on shortterm and/or longterm leave, Transitional Work Program or Occupational Injury to ensure the assigned unit's management is aware of any accommodation requirements.
  • Consult with or coordinate services through the appropriate HR section of expertise in addressing/resolving client issues and priorities.
  • Conduct impartial workplace investigations in conjunction with client management to help resolve complaints within assigned unit and provide recommendations on best course of action to ensure consistency and compliance.
  • Identify training needs and develop adhoc or ongoing client specific training programs / roundtables to deliver to management and staff on key critical topics.
  • Assist in compiling relative HR metrics/data to identify areas for improvement within assigned unit(s).
  • Demonstrate ability to take on various strategic HR and special projects with TTC wide implications as required.
  • Demonstrate behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Help to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.

    Education and Experience:
  • Completion of a post
  • secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
  • Directly related work experience in a heavily unionized, operational environment.

Additional Requirements:


  • Demonstrated knowledge of the principles and practices of HR management and related legislation/regulations such as the Occupational Health & Safety Act, Employment Standards Act and Ontario Human Rights Code.
