What you'll do

  • We are the PCM Lines team within the Operations Program and Contract Management (PCM) group. The PCM Lines
- team manages the delivery of maintenance programs and capital end-of-life replacement programs. Our team is made up
- of a diverse group of approximately 60 professionals. Currently we manage 100 programs with a growing investment plan to
- $400M annually.

  • PCM Lines vision for risk and compliance is to embed a culture of proactive risk management by integrating risk
- assessment methodologies, compliance frameworks, and technology-enabled solutions. We strive to identify, assess, and
- mitigate risks effectively while ensuring adherence to regulatory requirements, BC Hydro policies and standards.

  • The Program Manager
  • PCM Lines Risk Management and Compliance leads the development, implementation, and
- ongoing management of the PCM Lines Quality Management Plan. Working closely with our internal and external delivery
- partners to ensure product quality meets BC Hydro standards and business requirements. Develops annual quality plans
- and measurement systems. The PCM Lines team has a safety priority focus and ensures that work programs that mitigate
- and eliminate public and worker safety risks are completed to requirements in a timely fashion.

  • The Program Manager
  • PCM Lines Risk Management and Compliance role will have the following responsibilities:
  • Starting with Distribution Maintenance Programs Leads the development, implementation, and ongoing
management of the PCM Lines Quality Management Plan. Extrapolates learnings and methods to the balance of PCM

  • Lines Transmission Maintenance and T&D Endoflife Capital Programs.
  • Develops annual quality plans and measurement systems. Reports results to senior management and delivery
partner teams. Working with delivery partners to interpret results and inform the "Plan-Do-Check-Act" framework to ensure
- continuous improvements.
  • Works closely with our internal and external delivery partners to ensure product quality meets BC Hydro
standards and business requirements.- Identifies business and program delivery risks that are complex and leads the development and implementation of

risk mitigation plans.- Defines and implements a plan to improve controls (people, process, & technology). Identifies, prioritizes, and

implements scalable efficiency opportunities.- Builds and maintains effective relationships with internal and external delivery partners and stakeholders.

  • Acts as PCM's Business Lead on various companywide initiatives.
  • Fulfil PCM-Certification Administrator role, enforcing high standards of qualification of BCH-Certified T&D Maintenance
Inspectors


What you bring

  • Minimum of 7 years related experience in areas of expertise preferably within an electric utility or similar heavy
industrial / capital intensive environment. Proven experience in delivering complex programs.

  • Hold a bachelor's degree in business, engineering, or a related field. A combination of education and relevant work
experience may be considered.

  • Intermediate technical knowledge in a specific field (ex. Engineering, Technical, Trade, Business or Sciences)
with knowledge of other fields sufficient to provide leadership.

  • Project Management Institute (PMI) certification as a Project Management Professional (PMP) or equivalent is
considered an asset.

  • Excellent communication, facilitation, negotiation, presentation, and interpersonal skills.
  • Proven ability to build effective relationships and manage stakeholder expectations.
  • Experience building a new process or program.
  • Evaluation of existing controls for effectiveness and provide recommendations for and implement controls
enhancements.

  • Ability to develop effective controls for compliance that are integrated into normal work processes.
  • Experience with platforms such as SAP, GIS, FileNet, SharePoint would be an asset.
