PROGRAM AND STRUCTURE


Legislative Assembly staff provide non-partisan services to the institution of Parliament and its elected members in the areas of procedural advice, administrative support and information services.

The Legislative
Assembly is an autonomous employer, separate from the administrative framework of government ministries and agencies, which operates under the authority of the _Constitution Act_ and the _Legislative _

DEPARTMENT SUMMARY
The Precinct Services department is responsible for a variety of services in support of the Legislative
Precinct buildings and grounds.

Primary services include long-term capital planning and infrastructure development, facilities and property management services, including maintenance, repair and cleaning of the Precinct buildings and grounds, and food services.

Precinct Services is also responsible for the provision of oversight, training, and support to Legislative Assembly departments in the areas of procurement and contract management.

***Reporting to the Legislative Facility Manager, the Maintenance Team Lead is responsible for leading maintenance and trades staff and is accountable for the operational performance of the Legislative
Precinct (buildings and grounds).

This position oversees the work of suppliers and on-site contractors and serves as the primary Legislative Facility Services (LFS) representative with suppliers and clients for the performance of both in-house and contractual services.


KEY RESPONSIBILITIES

  • Oversees the daytoday tasks of contractors, LFS maintenance staff and trades staff.
  • Ensures all work complies with Occupational Health and Safety legislation and all applicable codes, guidelines, and regulations.
  • Assists the Legislative Facilities Manager to coordinate and deliver daytoday LFS services and projects including preventative maintenance, repair, inspection and safety related tasks for precinct buildings and related operating equipment and systems.
  • Leads the planning and implementation of various projects from beginning to end, ensuring mandatory supplier requirements are met and vendors are on the LFS approved vendor list.
  • Submits budget proposals and recommends budget changes where required.
  • Conducts inspections and provides input on the planning and implementation for mechanical maintenance.
  • Monitors and interprets emerging issues and processes, identifies opportunities for innovation, improved services, practices and products, and cost efficiencies; and makes recommendations to the Legislative Facility Manager.

Maintenance Team Lead

  • Conducts inspections and ensures deficiencies are identified and tracked, and work is completed in accordance with contract specifications.
  • Works with the Administrative Coordinator to track furniture and equipment assets using established software.
  • Monitors maintenance requests using the LFS software system and mobile app.
  • Acts as back up to the Project Coordinator and Legislative Facility Manager when required.
  • Performs other duties as required within scope of work.

OTHER FACTORS

LEADERSHIP/SUPERVISORY

  • Leads inhouse maintenance and trades staff including directing daytoday activities.
  • Organizes and assigns work to team members and contractors in assigned buildings and inspects completed work.
  • Draws up detailed schedules and coordinates activities of suppliers, contractors, and staff to ensure there is mínimal disruption to personnel, business, and programs.
  • In the absence of the Legislative Facility Manager, assigns work duties, monitors day to day operations, resolves issues and makes recommendations for all LFS employees as required.

DECISION MAKING/INDEPENDENCE

  • Holds considerable freedom to act and impact decisions, particularly regarding cost implications.
  • Continually reviews and revises daily practices and procedures to ensure ongoing and emergency issues are addressed.
  • Assesses building system functions and organizes activities and materials to achieve desired outcomes.
  • Plans and organizes work priorities and activities to ensure service, maintenance and building repair requirements of assigned buildings are met.
  • Acts as an advocate for clients in resolving problems and concerns, raising significant issues to the
Legislative Facility Manager.

  • Recommends appropriate courses of action to fulfill operational needs within fiscal and policy constraints.
