We take pride on being North America's leader of full-service solutions in the freight, passenger and commuter rail industries in Canada, the United States and offshore.

Cad Railway has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives.

Cad Railway's delivery team will operate and maintain Metrolinx's rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area.


Summary of the role:


We are looking for a strong
Project Controller will be responsible for all aspects of financial management and operational goals for the Metrolinx Legacy Fleet Maintenance operations.

The key aspect of this role will have a direct reporting to the Head of Finance and working closely with the operations team(s) at all active locations.


This individual will mainly partner with the operations team to provide financial support including but not limited to financial performance reporting, calculating, cost accounting, budgeting, forecasting, internal control and compliance, asset management and cash management.

The incumbent will collaborate with the site leadership and management team to ensure all areas of the finance & accounting functions are supported and the business priorities are translated into comprehensive actions.


Core Accountabilities:

- and accurately Monthly reporting of operations results.
- monitor, and report planned budgets/forecast vs. actual spend using cost accounting tools (Oracle, Zedas and other systems). Provide variance explanations and possible recovery plan actions.
- with the preparation, processing and tracking of contract CRs.
- conjunction with Operations Team, develop the Cost Breakdown Structures (CBS) and Budgets/Forecasts for 1 to 3 years and next 3 months on a rolling basis.
- accurate costing structures to complete estimates and percent complete evaluations, as required.
- with the operations team to assist with the preparation and tracking of potential claims for additional work items not in original scope.
- internal and external invoicing and reconciliation of cash receipts and retention.
- and report on the cash flow position.
- subcontractor invoicing, payments and reconciliations.
- and approve Purchase Order Requisitions in alignment with budget and track P.O.s in Oracle.
- quarterly forecasts and annual budget and reporting of the key performance indicators.
- the financial "health" of the operations and raise the "red flag" when a negative impact or condition arises.
- regulatory and financial reporting in accordance with internal control rules.
- analyze and communicate financial risks & opportunities.
- action plans to alleviate all known risks.
- action plan to improve contract margin & cash profile.
- clear communication at all times to senior managers & higher in regard to financial data.

  • Bank, InterCo. and GL Reconciliations are done monthly.
- all financial year end close, audits etc.

  • HQ support, outline and ensure there are appropriate processes and tools in place.

Qualifications:

- degree in finance or accounting (or related)

  • CPA, CMA and/or suitable professional designation
- experience working in the passenger/rail transit industry is an asset.
- experience in Oracle Fusion ERP or similar large size of ERPs (example SAP). ERP implementation for a Green field will an asset.

  • 5 years of relevant experience in a similar role and responsibility.
- to create, track and present overall Key Performance Indicators (KPIs) to measure success.
- communication skills and impeccable ethics
- working in an unionized environment preferred.
- problem-solving skills, project management and organizing.
- understanding of MS Office suite, especially in MS-Excel, PowerPoint
