Title of the position: Customs Rater

Job duties:

· Prepare, review, and electronically transmit import and export customs entries using ACROSS, CADEX, and CBSA‑approved EDI systems, ensuring full compliance with Canadian customs legislation and internal quality standards

· Process customs entries across air, ocean, highway, and courier modes, supporting both routine shipments and time‑sensitive fashion collections

· Perform high‑precision HS classification for luxury and high‑fashion merchandise, including apparel, textiles, footwear, handbags, leather goods, and accessories, with close attention to material composition, construction, and design intent, where misclassification presents material financial and compliance risk

· Apply and validate CUSMA and CETA preferential treatment, with particular emphasis on European luxury imports, ensuring accurate origin, valuation, and duty determinations

· Prepare and submit CITES-controlled shipment entries in compliance with CBSA regulations. Ensure original CITES permits are obtained, reviewed, and presented to CBSA at the port of Clearance.

· Proactively identify and resolve classification, tariff, valuation, or documentation issues to protect shipment release timelines and minimize duty exposure

· Process specialized customs transactions, including CLVS entries, temporary imports, post‑release corrections, adjustments, and amendments

· Manage duty drawback and recovery programs for returned, unsold, or re‑exported luxury and seasonal merchandise

· Remain current on tariff updates, CBSA policy changes, valuation methodologies, origin rules, and Global Affairs Canada export controls affecting the fashion and luxury sector

· Support internal compliance initiatives and represent clients during CBSA verifications and audits, preparing defensible classifications and supporting documentation

· Request, review, and validate all required shipment documentation, including commercial invoices, packing lists, certificates of origin, permits, and special authorizations

· Maintain complete, accurate, and audit‑ready customs records in accordance with CBSA record‑keeping requirements

· Act as a trusted liaison with CBSA officials, carriers, and other government agencies, exercising professionalism, discretion, and sound judgment

· Respond promptly and professionally to client and partner inquiries, recognizing the importance of confidentiality and brand sensitivity

· Coordinate delivery requirements and collaborate with carriers to support service performance while respecting retail launch and collection timelines

· Ensure accurate and timely billing of brokerage services, duties, and taxes, aligned with customs entries and client agreements

· Perform other duties and projects as assigned.

Education:

· A minimum of a Bachelor's degree

Work experience:

· Minimum 2 years as a Customs Rater, with strong knowledge of CBSA regulations and experience handling European clients and customs requirements.

· Proven ability to classify goods under HS codes and apply trade agreements (e.g., CETA, CUSMA) for duty compliance.

· Hands-on experience managing customs processes for luxury fashion goods, including duty drawback, special permits (e.g., CITES), and high-value imports.

· Familiarity with customs systems (ACROSS, CADEX, EDI) and supporting CBSA compliance audits.
