Regional Director


The Regional Service Line Leader, Real Property Management, reports to the Regional Director and is accountable to the National Director, Contract Management and Real Property Management Services.

The incumbent is accountable for the successful delivery of real property management services in the region, overseeing often complex real property technical services (e.g. portfolio and facility management, development, planning and technical services).

The incumbent leads service delivery to achieve regional service line key performance indicators and provides input and support to the National Director to advance national initiatives and the development of service line policies and procedures.

The Regional Service Line Leader oversees and provides contract management authority for select facilities maintenance, energy performance, maintenance and public-private partnership (P3) contracts.

The incumbent contributes to regional operations and national service line initiatives and provides input to regional budgets to align with planned activities.

The incumbent is responsible for and reports on risk management within the regional service line. The incumbent may lead a small team and manage the human resources responsibilities for the team. In addition, the incumbent influences and supports relationships with Client-Partners, industry and stakeholders. The incumbent develops creative solutions and ensures the service line supports collaboration, and quality and timeliness of deliverables.


KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive:

Primary

  • Lead and oversee delivery of regional real property technical services (e.g. advisory services, policy development, portfolio management, technical support such as facility management and maintenance planning)
  • Oversee real property technical services and thirdparty contracts for capital asset management, building condition assessments, equipment inventories, linear asset assessments and spatial data
  • Oversee contract management activities and approvals for facilities maintenance, energy performance, integration, testing and maintenance, maintenance services and P3 contracts within delegated authority
  • Resolve contractual disputes and issue contract interpretations
  • Recommend contract management activities to the National Director for approval, as required by delegated authority and risk
  • Lead and oversee the quality management system for technical real property management services and the contract management quality management system
  • Deliver service line training and develop and manage the regional service line training budget
  • Implement service delivery standards and quality verifications to assess compliance with service line quality system, and report to the regional and national directors
  • Prepare presentations for internal, Client-Partner and industry events
  • Communicate with senior Client-Partners, providing strategic advice and guidance
  • Provide input to business units for resource planning, staffing and employee performance evaluation, as requested
  • Provides guidance on real property management services and contracts to site teams
  • Assist business units and Regional Director with needs assessments and resource planning
  • Manage regional service line risks (e.g. participate in highrisk projects, review deliverables, liaise with Client-Partners)
  • Ensure integration of security considerations into service delivery
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with service line, corporate and Client-Partner expectations

Other

  • Develop annual regional service line initiatives
  • Provide support for human resources functions (e.g. coach, supervise, input to mentor, plan and allocate resources, and to manage performance), as required
