    Description
    POSITION PURPOSE:
    Reporting to the Manager, Program Integrity and Education, is responsible for planning, designing, developing, sourcing, organizing, delivering and leading multiple online eLearning projects; providing high level instructional design and multimedia development implementation; managing external purchase of service contracts including evaluation of purchased materials and modules; collaborating with subject matter experts (SME) and Learning and Development Specialists to guide them through a systematic content production process (such as knowledge mapping) to conceptualize and elicit subject matter knowledge, and to formulate a working content structure within the information and skills to be taught; and facilitating and support curriculum development and educational development activities for the department.

    MAJOR RESPONSIBILITIES

  • Applies instructional design expertise and asynchronous adult learning principles to multimedia development.
  • Performs course design, development, implementation through the development cycle of a project and evaluation.
  • Applies innovative approaches to online delivery focusing on an activity and application based learner experience.
  • Conducts research into and implements analysis and evaluation of computer-based training products and services.
  • Develops and implements learning solutions and mechanisms to meet legislative requirements.
  • Maintains and reviews existing learning solutions with subject matter experts or stakeholders to ensure content is relevant and current.
  • Liaises with other eLearning professionals to leverage eLearning and coordinates across peer organizations.
  • Collaborates with ITS in implementing learning systems to ensure appropriate technical supports are in place.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.
  • QUALIFICATIONS

  • Successful completion of a Community College Diploma in adult education, computer studies, web technology or approved equivalent combination of education and experience.
  • Certificate or University/University postgraduate course in Instructional Design or Instructional Technology.
  • High level of proficiency in Instructional Design and Adult Learning Principles.
  • Knowledge of and demonstrated ability in instructional design, analysis, measurement and evaluation methods, facilitation and presentation skills.
  • Demonstrated strong effective writing skills including the ability to translate complex communication into clear plain language to ensure the readers understand quickly.
  • Strong technical and creative writing and copy editing skills.
  • General knowledge of department programs and services, and the community served.
  • Demonstrated above average utilization and knowledge of technological capabilities and commercial software such as Articulate Storyline, Adobe Photoshop, whiteboard animation, video and HTML5, to develop interactive courseware and computer assisted instructional materials.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
