Regional Manager - Toronto Central North Regional Cancer Program

Summary of Duties


The Toronto Central (North) Regional Cancer Program (TCN RCP) is responsible for implementing provincial standards and programs for cancer care and ensuring service providers meet the requirements and targets set out in their partnership agreements with Ontario Health - Cancer Care Ontario.

The TCN RCP also manages regional cancer screening operations for the entire Toronto Central region for the Ontario Breast Screening Program, ColonCancerCheck, Ontario Cervical Screening Program and the Ontario Lung Screening Program.

The TCN RCP is based out of the Odette Cancer Centre at Sunnybrook Health Sciences Centre and works closely with partner organizations in the region including hospitals, independent health facilities, Ontario Health Teams, primary care providers and community organizations.


The TCN RCP is seeking a Regional Manager to lead cancer screening operations and key priority areas to advance the strategy and mission of the RCP.

The Regional Manager will report to the Regional Director and will work closely with clinic leadership and multiple internal and external stakeholders from partnering organizations including Ontario Health - Cancer Care Ontario (OH-CCO).

The Regional Manager will prepare and participate in activities related to provincially driven initiatives that are supported and directed by OH-CCO.


Responsibilities:


Program Management

  • Provide leadership and guidance to cancer screening team to meet program requirements, implement program level changes and improve cancer screening services in Toronto Central region

Stakeholder Engagement and Partnership Facilitation

  • Engage and build relationships with relevant cancer system stakeholders, including but not limited to: hospital leadership, OBSP sites, primary care providers, community organizations, OH-CCO and neighbouring RCPs in order to advance the work of the TCN RCP
  • Support Regional Director with the development and review of regional committee structures and lead relevant committees

Performance Monitoring, Improvement and Reporting

  • Monitor key cancer system performance indicators as set out by OH-CCO and lead regional engagements to share performance metrics with key programs, identify areas of performance improvement and support regional performance improvement initiatives
  • Complete regional performance and activity reporting to OH-CCO

Strategic Planning

  • Support the development of the TCN RCP strategy and lead key strategic priorities and deliverables

Resource Management

  • Manage program budget, allocate resources effectively and ensure compliance with financial and operational policies

Key Qualifications:


  • Masters in Public Health, Health Administration or health related field required
  • Minimum of 3 years recent and relevant progressive leadership experience in a health care setting
  • Minimum 2 years previous experience in project management strongly preferred
  • Proven coaching, mentoring and facilitating skills
  • Knowledge of local and regional health care systems, with previous experience in a cancer screening program an asset
  • Strong knowledge and understanding of the Ontario health system infrastructure
  • Ability to assess regional needs, formulate plans to address needs and to implement and evaluate initiatives
  • Experience and knowledge of the social determinants of health and employing a population health lens to development and improvement of programs and initiatives
  • Highly developed and demonstrated analytical and problem solving skills
  • Highly developed and demonstrated ability to implement and manage large scale projects/change that involve interprofessional clinical stakeholders
  • Demonstrates experience in project and quality management, ability to plan, implement and evaluate projects specifically related to program development
  • Demonstrates exceptional interpersonal and communication skills with a success in fostering collaborative relationships
  • Demonstrates strong negotiation, influencing and consensus building skills
  • Strong change management skills
  • Strong data management and analytical skills
