PROJECT OVERVIEW


The Ministry of Health Digital Health Investment Office (DHIO) and Corporate Portfolio Management Office (CPMO) are undertaking the Digital Health Integrated Intake project to procure and implement a new tool to manage digital health investment and portfolio management.

The DHIO and CPMO provide investment and portfolio management services for a large number of high value projects. Demand for these services is anticipated to increase in scope and scale to support ministry and health sector planning. Current tools used by the DHIO and CPMO are fragmented and do not effectively meet current and anticipated needs.

The Contractor will be requested to provide the identified services on an if, as, and when basis.


BACKGROUND


Work has been completed to determine business processes and business requirements for a new tool to further enable DHIO and CPMO services and support client needs.

A high-level summary of business requirements includes the following:


  • Single source of information for intake, approvals, tracking, and reporting for financial and project management information
  • Enhanced automation, less manual entry
  • All project information and changes are traceable
  • Timely transparent access to project information
  • Scalable
  • Audience appropriate access and viewing
  • Information security

DESCRIPTION OF SERVICES


The Digital Health Integrated Intake Project requires a Project Manager IT-related Level 2 to support project management activities and other related duties for the procurement, development, implementation of a new tool, and other related initiatives.


The Contractor's responsibilities will include the following:

  • Undertake project management activities, provide technical expertise, and other related duties for the development and delivery of the Digital Health Integrated Intake Project and related initiatives.
  • Support procurement activities as directed, including but not limited to drafting RFPs, response guidelines, and evaluation criteria.
  • Support IMIT project development, implementation, and operations; including but not limited to engaging with vendors and staff.
  • Support stakeholder engagement with multiple groups.
  • Develop feasibility studies, business cases, and funding submissions as directed.
  • Prepare project documentation and support project resources.
  • Support organizational change management activities as directed.
  • Provide status reporting and attend meetings when requested and as directed.

QUALIFICATIONS
The Project Manager IT-related Level 2 is required to have the following skills and experience:

In addition to the qualifications and demonstrated expertise on projects with the characteristics described for PM Levels 1 through 3, the IT-related Project Management Consultants are expected to have an undergraduate degree in information technology, sciences, engineering or other technology related field; have IT -related project experience; and have knowledge and use of the systems development life-cycle.


The Project Manager at Experience Level 2 is expected to interact at the senior manager level and to function as adjunct to a Project Manager at Experience Level 1 (if working on large and complex projects) or as project lead on routine IM- or IT-related projects within government.
