Position Overview

The Manager of Parks and Facilities is responsible for the day-to-day operation and maintenance of all parks and recreation facilities.

Under the general direction of the Director of Community Services, the Manager will oversee an area of responsibility including parks, trails, beaches, marinas, arenas, community centres, cemeteries, and other municipally owned facilities.

The Manager will be responsible for scheduling and supervising full-time and seasonal staff and will ensure that safe workplaces and practices are maintained.

The Municipality offers a competitive salary and an excellent benefit plan, including enrolment with OMERS pension.

The salary for this permanent full-time position is $74,949 - $93,687


Responsibilities:

Parks and Facilities

  • Manage, direct, and oversee facility and park management, which includes the development and implementation of preventative maintenance/renewal programs, design development, space/accommodation planning, risk management, and ensuring efficient operations.
  • Develop annual internal operational plans and related work plans.
  • Provides input relative to the repair and replacement of park and facility related infrastructure for preparation of the annual operating and capital budget.
  • Assist the Director with asset management planning.
  • Responsible for overseeing assigned capital projects, including coordination of internal and contracted staff resources as necessary.
  • Respond in a timely and professional manner to public concerns and inquiries.
  • Creates work orders, maintenance and inspection schedules for all facilities and parks and associated assets.
  • Implement policies, guidelines and standard operating procedures to ensure all facility and parks operations and work practices comply with legislative requirements.
  • Remain current with new legislation, regulations, and practices related to the functions of the department.
Emergency Response

Fulfills responsibilities set out in the Municipality's Emergency Plan in all emergency related events and exercises, including participation as a member of the Emergency Operations Control Group as may be required.

Human Resources/Health and Safety

  • Responsible for the hiring, training, performance, and discipline of staff, in consultation with the Director and Human Resources Coordinator.
  • Required to take an active role in the municipal health and safety program including participation on the committee as a management representative.
Material/Information Resources

  • Work with sensitive and private information daily, must be able to ensure confidentiality.
  • Responsible for an effective system of records management and retrieval is followed for both paper and electronic form.
Other Duties

  • Supervises maintenance work at other municipally owned/occupied properties; including the support/coordination of activities with volunteers as may be necessary to maintain operations.
  • In keeping with the municipal purchasing policy, responsible to scope and quote contracted work and/or materials and monitor project quality prior to payment.
  • Complete other duties as assigned by the Director.

Qualifications:


Education Requirements and Skills:


  • Postsecondary education in parks, recreation, or a related discipline.
  • Minimum of 5 years of leadership experience in a parks, facility, landscape environment, preferably in a municipal u11ionized environment.
  • ORFA Certification in Parks Maintenance and Operation, Parks Equipment Safety Operations, Registered Playground Practitioner Program is an asset.
  • Certified Ice Technician (CIT) is an asset.
  • Knowledge of preventative maintenance programs and fiscal management principles
  • Strong working knowledge of building, property management, operation and maintenance, and aptitude for systems and components (HVAC and refrigeration, mechanical/electrical, life safety systems, building envelope/roof management, energy management)
  • Knowledge of relevant legislation including Occupational Health and Safety, Ministry of Labour, WSIB, confined space, and the Accessibility for Ontarians with Disabilities Act.


  • Safety training

  • Health & Safety, WHMIS, First Aid and CPR and Confined Spaces.
  • Valid Ontario G Class Drivers Licence is required.
  • Excellent customer service, interpersonal skills, including proven ability to liaise and collaborate on projects with community volunteer organizations are key requirements.
  • Demonstrated problem solving, budgeting and report writing skills.
  • Demonstrated ability to schedule and manage concurrent projects and deal with conflicting priorities in a professional and timely manner.
  • Computer proficiency is required.
