Position Summary

The Regulatory Affairs Manager is responsible for leading the strategic planning, coordination, and implementation of regulatory authorities related to harvesting, fisheries, and land management under the Maa-nulth Final Agreement and Yuułuʔiłʔatḥ Government's constitution. This role supports the Nation's regulatory drawdown and governance transition by advancing treaty-based jurisdiction, ensuring compliance with federal and provincial frameworks, and operationalizing Nation-led laws, policies, and management systems. The position provides oversight of harvesting and fisheries operations, land-use management, data governance, and community communications. It also leads regulatory coordination, reporting, and negotiations with federal and provincial governments, and supports the development of Nation-driven regulatory instruments that uphold Treaty Rights and advance long-term priorities.

Primary/Core Responsibilities
Performs all duties and responsibilities in accordance with the Yuułuʔiłʔatḥ Government policies, standards, practices and procedures, as directed by the Director of Lands & Resources.

Strategic Planning & Program Oversight

  • Support the development, implementation, and monitoring of the policy frameworks pertaining to Lands and Resources harvesting and land-use management.
  • Contribute to annual and multi-year planning frameworks for harvesting governance, land use, and regulatory drawdown.
  • Align harvesting and land-use programming with the Yuułuʔiłʔatḥ laws, YG Strategic Plan, and Maa-nulth Final Agreement obligations.
  • Evaluate program effectiveness against approved departmental goals, objectives, and performance measures in collaboration with the Director of Lands & Resources.

Harvesting Governance and Regulatory Administration

  • Lead the administration and implementation of harvesting authorities under Yuułuʔiłʔatḥ laws and the Maa-nulth Final Agreement.
  • Manage Food, Social and Ceremonial (FSC) Harvest programming and related fisheries allocations under the Maa-nulth Harvest Document issued by the DFO.
  • Develop and implement harvesting policies, procedures, documentation systems, and compliance frameworks consistent with Nation laws and Treaty provisions.
  • Ensure harvesting operations are conducted in accordance with Yuułuʔiłʔatḥ Government Acts and Policies and applicable federal and provincial regulatory requirements.
  • Oversee harvesting data collection, allocation tracking, reporting, and audit readiness.

Land-Use & Regulatory Oversight

  • Support the Lands Program Manager in exercising Nation land-use authorities under the Maa-nulth Final Agreement and Yuułuʔiłʔatḥ Constitution.
  • Assist in implementing regulatory drawdown through Nation-led permitting systems, land-use policies, and streamlined decision-making processes.
  • Provide regulatory analysis and intergovernmental coordination support to ensure efficient, defensible land-use planning and development review within Treaty Settlement Lands.

External Relations & Support

  • Represent or support the Nation in harvesting and land-use regulatory discussions with various governments.
  • Participate in Maa-nulth and intergovernmental committees related to harvesting and land governance.
  • Provide technical and policy input on regulatory matters, co-management arrangements, and implementation frameworks.
  • Support negotiations and regulatory coordination necessary to uphold Treaty Rights and jurisdictional authorities.

Community Engagement & Communications

  • Contribute to the development of communication strategies related to harvesting rules, land-use changes, and regulatory updates.
  • Ensure citizens are informed of harvesting allocations, permitting processes, and land-use decisions.
  • Facilitate engagement sessions to gather community input on harvesting management and land-use planning.
  • Promote transparency and accountability in regulatory decision-making.

Administration, Reporting and Advisory Support

  • Prepare reports and provide updates to the Director of Lands and Resources, including briefing materials for Executive.
  • Support funding proposals and ensure compliance with reporting requirements related to harvesting and land-use programming.
  • Monitor funding agreements and contracts in collaboration with the Department of Finance.
  • Provide analytical and technical support to other Yuułuʔiłʔatḥ Government departments on matters related to harvesting and land-use governance.
  • Keep the Director informed of sensitive, strategic, or emerging issues affecting harvesting or land-use management.

Qualifications
Training, Education and Experience

  • Bachelor's degree in a related field (e.g., Natural Resources, Geography, Political Science, Indigenous Studies) or an equivalent combination of education and experience.
  • Minimum 4–5 years of progressively responsible experience leading and managing Modern Treaty initiatives, harvesting, land-use, or regulatory programs, including at least 2 years of supervisory experience overseeing staff and contractors.
  • Demonstrated experience in Indigenous Lands and Resources, Fisheries, or Regulatory Management, preferably within a Modern Treaty government context.
  • Related experience in planning, policy development, financial management, proposal writing, funding administration, and project management.
  • Knowledge of applicable legislation, regulations, and standards relevant to harvesting, land-use, and regulatory oversight.
  • Experience supporting occupational health and safety programs, including familiarity with WorkSafeBC requirements.
  • Occupational First Aid Level 1 certification (or willingness to obtain).
  • Valid Class 5 BC Driver's Licence and satisfactory criminal record check.
  • Preference will be given to candidates with additional formal training in Modern Treaty Rights, Regulatory Affairs, Leadership, Conflict Resolution, Communications, and Financial Management.

Knowledge, Skills And Abilities

  • Knowledge of Modern Treaties and the Maa-nulth Treaty; as well as all relevant Yuułuʔiłʔatḥ legislation
  • Knowledge and understanding of Yuułuʔiłʔatḥ community needs, culture, language and customs
  • Capacity to synthesize a high volume of broad, complex and inter-related concepts / materials into meaningful contextual information, plans or strategies
  • Up-to-date knowledge of related government regulations.
  • In depth knowledge of FSC fisheries, federal negotiations for treaty rights, and implementation of land and harvesting programming.
  • Excellent listening, communication and interpersonal skills including conflict resolution.
  • Strong cultural sensitivity and understanding. Able to build strong business and community relationships
  • Strong planning and organizational skills.
  • Strong skills and commitment to fiscal/budget management
  • Strong analytical and decision making skills
  • Ability to exercise and model a high degree of professionalism and confidentiality.
  • Able to work independently as well as working within a collaborative team framework.
  • Intermediate computer skills including MS Office,GIS, Mapping
  • Genuine respect for Yuułuʔiłʔatḥ traditions, culture and protocols.

Working Conditions

  • Work is performed in an indoor setting. Flexibility to work evenings and weekends and flexible hours as required. Occasional travel to attend meetings is required.
