Position Summary
The Corporate Asset Management Consultant (CAMC) provides advice and support to the ongoing management of City owned assets. City assets include roads, utilities, parks, fleet, facilities and other items that are utilized to deliver a service.

The position leads or supports the development, implementation or renewal of strategies, policies, processes, programs and tools to strive for a consistent approach to asset management across the organization.

The individual demonstrates the qualities of leadership, enthusiasm, motivation and commitment to achieve sustainable service delivery. The individual also seeks continuously improvement of the organization's approach to asset management.

The outcomes of the work this position delivers supports the City in advancing sustainable services by seeking a balance between acceptable and affordable service levels for residents of Regina.

The position reports to the Manager, Corporate Asset Management.


Example:

This position provides administrative support work in the Urban Planning and Building Divisions. This position is responsible to provide customer service to internal and external customers and to prepare correspondence and reports. This position reports to the Secretary II.
Duties & Responsibilities
This position provides a complete range of CAMC services to the City.

Typical duties/responsibilities include but are not limited to:
Lead the development and renewal various plans including the asset management framework and strategy, asset management plans and the corporate asset management plan and system
Develop and maintain specific and system-wide asset management practices, processes and guidelines by aligning with recognized best practises
Problem solving through scenario planning, considering a risk based impact analysis to recommend and implement solutions and process enhancements to the effectively and proactively management City owned infrastructure
Staying aware of applicable compliances with legislation, regulations and municipal bylaws/acts required to incorporate into our plans and processes
Research, analyse, design and produce reports which provides decision makers with the information needed to prioritize, plan and implement budgets and work plans
Support the prioritization of investment decisions for City infrastructure expansion, maintenance, replacement and decommissioning needs using evidence-based decision making
Project Manage various asset management improvement initiatives by assigning work, developing schedules, addressing issues and reporting to the project sponsor and/or steering committee
Prepare Terms of Reference, specifications and contracts, perform bid analysis and recommend award of contracts
Provide contract administration during the delivery of services of a contract including approval of expenditures and transactions within limits of authority and take necessary action to protect civic monies and assets against loss and waste
Support the presentation of reports or information at meetings of a Committee and Council, City Council or public engagements
Mentors, trains, advises, directs and supervises staff and work teams in a work environment that embraces innovation, change, corporate values/initiatives, relationships, partnerships and a respectful work environment
Leads and/or participates in labour relations activities such as staffing, terminations, discipline, staff development and performance appraisals of subordinate staff
Performs other related duties as assigned Knowledge, Skills & Abilities
Typical Knowledge, Skills & Abilities include but are not limited to:
Knowledge and awareness of typical municipal government activities and processes is an asset
Knowledge of the authorities delegated to municipalities within Saskatchewan is an asset
Knowledge of operational and strategic asset management theories, best practices, concepts, trends is an asset
Skilled in acquiring and manipulating data from various enterprise software systems and the ability to analyse and tell the story of what the data revealed to support recommendations and decision making
Knowledge of performance, costing and programs related to the construction, operations and maintenance of municipal infrastructure
Demonstrated ability in project management and strategic business planning
Ability to develop and deliver training courses
Knowledge of capital and operating budget processes
Knowledge of climate change adaptation strategies
Skilled in effectively articulating abstrac
