    Reporting to the Chief Administrative Officer, the Director of Public Works is responsible for leading and managing the operations and administration of the Public Works department including General Operations, Water, Waster Water, and Sanitation divisions. The Director provides oversight and optimizes planning to for the effective delivery of Municipal Works and Services. The Director ensures that the allocation of departmental resources are aligned with the City's strategic priorities.
    In this role, the Director of Public Works would find themselves effectively managing staff, responding to inquiries and investigating complaints from the public and public agencies, and ensuring Health and Safety is a priority. In addition, the Director would assist with infrastructure development and capital projects, preparing and monitoring budgets, development and permitting, providing service to other City departments, and respresenting the City in negoiations with stakeholders in regards to Public Works related items.
    The ideal candidate will have the following:
  • Bachelor's degree in public administration, Civil Engineering, Water and Municipal Engineering, Master of Business Administration or a directly related field.
  • Certifications, knowledge and/or training in: Municipal Wastewater Treatment, Wastewater collection, Water Distribution and Water Treatment, Heavy Equipment Operation, standards in Road Maintenance, Building Operations, Solid Waste Management operations, Cemetery Operations, Fleet Management, WHMIS
  • Seven to ten years' progressive municipal leadership experience managing a public works department or similar operation
  • Experience administering an occupational health and safety program to ensure compliance with legislative requirements
  • Knowledge of theory, principles, practices and techniques of public works, in areas including General Operations (Roads, Garage, Building Maintenance, Cemetery), Water and Waste Water (trucked services, utilidor, water and wastewater treatment) and Sanitation (landfill and waste transfer stations, waste collection)
  • Proven ability providing leadership to union and non-union staff and to build strong, cohesive and productive staff teams
  • Ability to analyze complex engineering and maintenance issues in order to evaluate alternative solutions, and develop sound conclusions, recommendations and courses of action
  • Knowledge of the principles and practices of public administration, budgeting, purchasing, the maintenance of public records, and the organization and functions of an elected City Council
  • Competent computer skills including Microsoft Office products and the ability to learn new technology and software programs
  • Strong interpersonal, communication and presentation skills
  • Excellent research, organizational, time and project management skills
  • This position requires the availability to attend events and meetings outside of regular working hours and ability to respond to after-hour emergencies to provide guidance and operational support.

    Assets include the ability to speak and write in Inuktitut and or French, and having northern experience. Equivalencies that include a combination of education and experience may be considered.
