Description

The National Payroll Institute ("Institute" ) has an exciting opportunity for a Bilingual Learning Associate in our Learning and Professional Development department.

The Bilingual Learning Associate plays a crucial role in providing support for the National Payroll Institute's ("Institute") designation courses, such as the Payroll Compliance Professional and Payroll Leadership Professional (PLP).

Additionally, they are responsible for managing the Professional Development (PD) seminars offered by the Institute.


In this position, the incumbent will be responsible for designing and managing French content, assessments, and educational products, utilizing the organization's learning assets available within the Institute's content library and Learning Management System (LMS) - D2L Brightspace for delivery in both in-person and virtual classroom environments.

This position works closely with the senior instructional designer in supporting innovative learning solutions and designing and developing effective, engaging learning experiences that enable students to acquire the knowledge, skills, and competencies required to meet employer payroll requirements within the Professionnel(le) de la paie du Québec (PPQ) programs.


Within the PD portfolio, the incumbent is responsible for planning, executing, and overseeing the national schedule of PD online programs, which includes creating, managing, and reporting on the PD budget.


This role serves as the primary point of contact for instructors, including PD facilitators and designation instructors, assisting them in troubleshooting any issues and ensuring they have the necessary support to achieve success.


What you will be doing

Instructional Design of French Content:
(40%)


Collaborate with Professional Accreditation and Learning and Professional Development team in the development, support, update, and maintenance of French content in the payroll accreditation courses and professional development programs.


  • Update French learning assets including eLearning modules, facilitator guides, participant workbooks, activities, and case studies to ensure consistency and enhance learner success.
  • Ensure any updates made to the English content are reflected in French.
  • Research, provide recommendations, and implement on Brightspace and content improvements.
  • Analyze course feedback evaluation data to inform content improvements and Brightspace product updates.
  • Act as the first level of support for French Instructors and Learners when issues arise in the LMS.

Online Professional Development Seminar Management:
(20%)


  • Sets and manages scheduling calendar for English and French online Professional Development in consultation with Manager, Learning and Professional Development and Manager, Compliance Services.
  • Supports Bilingual Online Programs Specialist to ensure online seminars are properly setup in iMIS for registration (meeting codes assigned, National Schedule is updated, and speakers are confirmed)
  • Supports The National Payroll Institute Professional Development Seminar Speaker Administration by scheduling and maintaining speakers and coordinating speaker access to speaking materials.
  • Works with external service provider to ensure technical support is present for all online Professional Development seminars.
  • Supports Bilingual Online Programs Specialist to set up, maintenance and operation of online professional development seminars (e.g., liaising with Member services uploading of information to website, uploading webinar content materials, and initiating webinars).
  • Works closely with facilitators to ensure timelines are met for online Professional Development seminars.
  • Collaborates with Public Relations department to ensure all promotion associated with online seminars is updated.

Financial:
(20%)


  • Prepares and executes an approved annual operational plan and budget for the Professional Development activities, ensuring that all standards and policies are adhered to.
  • Prepares detailed, fully transparent, budget analysis to account for revenues and expenses for each event.
  • Actual budget reconciliation post event detailing variance rationale.
  • Approves invoices.
  • Actions and reconciles quarterend and yearend process with Finance.
  • Tracks revenue and attendance for online Professional Development and updates Manager, Learning and Professional Development and Manager, Compliance Services for inclusion in Professional Development (PD) tracking spreadsheet and monthly financials.

Instructor Support:
(20%)


  • Act as primary point of contact for all PD facilitators and Payroll designation course instructors for any daytoday issues.
  • Troubleshoot any technology challenges for PD and online payroll designation course instructors.
  • Provide training on effective and innovative uses of technology to support teaching, learning, and collaboration.
