POSITION PURPOSE

Reporting to the Project Manager, Housing Services, is responsible for providing technical expertise in the planning, design, implementation and project management of residential building improvement and renovation programs and new construction projects.


MAJOR RESPONSIBILITIES

  • Monitors consultant/contractor performance through regular inspections of projects; ensures compliance with contract documents, legislation and Regional policies; attends site meetings, provides instruction regarding the correction of deficiencies, negotiates change orders for equipment/material substitutes or design changes, issues stop work orders and recommends termination of contract, if necessary.
  • Provides technical input into the planning and development of annual and multiyear capital plans by assessing the condition of existing residential building systems, identifying need/timing for scheduled replacement and/or upgrade, estimating costs, reviewing cost estimates and conducting research on latest technology, as required.
  • Prepares drawings and specifications for tender documents and provides advice for improvements/changes to support major renovation projects.
  • Prepares specifications for tendered consultant services; participates in the selection process by reviewing submissions and/or participating in interviews.
  • Provides guidance to property management team in response to legislative changes that impact building operations, handling of hazardous materials, such as mould and asbestos, and assisting with unplanned issues and building system problems, such as building fires, flooding, settlement, etc.
  • Monitors changes in the Ontario Building Code, Ontario Fire Code, local bylaws and other related legislation that impact the social housing portfolio; recommends modifications to buildings/building systems to comply with new legislative requirements and improve operational efficiencies and/or safety.
  • Prepares reports, correspondence and briefing materials regarding the status of projects, and recommends a preferred course of action.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.

QUALIFICATIONS

  • Successful completion of a three year Community College Technology Program in Architectural or Engineering Sciences or related field or approved equivalent combination of education and experience.
  • Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist and/or Association of Architectural Technologists of Ontario (AATO) as an Architectural Technologist or be registered in an approved equivalent professional association.
  • Minimum five (5) years related experience in building construction/renovation and maintenance for a variety of residential buildings, involving the development of designs, plans and specifications and contract administration.
  • Valid Ontario Class "G" Driver's License and reliable vehicle for use on corporate business.
  • Knowledge of the theory, principles and practices of residential building design, cost estimating, construction and maintenance related to structural, architectural and engineering disciplines.
  • Knowledge of residential building construction, renovations and maintenance administration, including building elements and systems in a variety of residential buildings.
  • Knowledge of applicable Legislation, By-Laws, Regulations, Acts and acceptable building design and maintenance standards governing residential properties.
