Salary:
$54,878 to $60,000

I. BACKGROUND


The upcoming Parliamentary Centre's Women Legislators in Defence (WLID) project aims to establish a functional mechanism of women legislators in defence, security and peace portfolios for peer support and collaboration to address barriers to increased representation and meaningful participation of elected women in security portfolios, conflict-prevention and conflict-resolution.

The five-month pilot program will expand the network membership, establish a governing structure, identify priorities, develop a corresponding two-year work plan, and set up critical tools and processes for an effective, sustainable and functional network.


Under the direct supervision of the Senior Project Manager, the Project Officer supports the implementation of WLID project in planning, implementing, and managing in line with funder agreements and other requirements, ensuring the project meets its objectives, targets, budgets, and timelines, with appropriate reporting and evaluation.


II. PRIMARY RESPONSIBILITIES

Project Management
Under the direction of the Senior Project Manager, the Project Officer will:

  • Support the development, update and monitor project work plans;
  • Coordinate and support project activity delivery, research and reporting: planning and coordination of team work, logistics, subcontracted services and consultants, tracking and reporting on activity results;
  • Contribute to the development of efficient and effective financial/administrative systems, tools, and procedures to support project implementation;
  • Support the drafting of project budgets and activity budgets and monitor the effective spending of funds according to Centre and donor guidelines;
  • Ensure that all project related documentation is attained and stored according to organizational information management standards and policies;
  • Support the drafting of monitoring and evaluation collection protocols and partake in the supervision of the collection and analysis of project results data;
  • Draft project activity reports and project narrative reports to the funder;
  • Support the development and implementation of online project management and results tracking platforms;
  • Support outcome harvesting and communication around project activities, achievement and reporting;
  • Conduct projectrelevant research;
  • Support, develop and promote the Centre's work, achievements and impact by writing, editing, and distributing content, including publications (project backgrounders, event reports, infographics), press releases, website content, annual reports, social media releases, and other materials;
  • Attend and contribute to the Parliamentary Centre's All-Staff meetings;
  • Participate and provide support (planning, deliberation, ensure follow up tracking) for select team meetings (program development meeting, management meeting, etc.).

III. WORKING CONDITIONS AND ENVIRONMENT


This position is based in Ottawa: a combination of in-office and work-from-home, with at least two days per week in-office.

It will require flexible work hours or overtime during project delivery deadlines. Long and irregular hours are common. It is fast-paced with tight timelines and heavy pressure to meet competing priorities and deadlines. Occasional travel may be required.


IV. KNOWLEDGE, SKILLS AND QUALIFICATIONS

  • At least, 3 to 5 years of practical experience with the management of international development projects;
  • Experience managing projects funded by the Government of Canada is required and experience with other funders is a strong asset;
  • Experience in monitoring budgets and work planning;
  • Strong understanding of and proven experience in resultsbased management;
  • Strong experience in managing project budgets and knowledge of accounting procedures;
  • Understanding of gender and intersectionality and experience in incorporating relevant considerations in all aspects of programming;
  • Concise and clear writing skills in English are required and proficiency in a language of project relevancy (French and/or Spanish) is a strong asset;
  • Knowledge of democratic governance systems and the work of parliaments is a strong asset;
  • Knowledge of and practical experience in advancing women's political empowerment and the Women, Peace, and Security Agenda is a strong asset;
  • Experience with support to the functioning of international networks of parliamentarians, government officials, or civil society actors is
