What we are looking for:

The Project Manager is a key role in the Capital Planning and Infrastructure department. The department is located at the Markham site but provides support to all sites of the corporation.

Reporting to the Manager, Capital Planning and Infrastructure, the Project Manager will oversee and be accountable for capital planning and infrastructure as Oak Valley Health engages internal and community stakeholders regarding facility planning, design and construction.

You will engage with, inform and support external agencies such as the government (Ministry of Health and Long-Term Care, the Local Health Integration Networks, the City of Markham, York Region etc.) and other funding partners, and negotiate and facilitate consensus with municipal bodies and other regulatory authorities to obtain required approvals.

In addition, you will oversee and develop projects that meet the latest standards for energy and environmental sustainability, and bring your passion for current and emerging hospital design and innovations forward.


You will be responsible for:

  • Coordinating the development of program requirements for new projects including identifying functional requirements.
  • Working with user groups, consultants, contractors and other stakeholders through from planning to construction or installation and commissioning.
  • Arranging for architectural or engineering concept development and studies as well as engage other consultants as required.
  • Preparing cost estimates, business cases and costbenefit analyses for project and budget planning purposes.
  • Managing the construction of facility improvement and capital projects.
  • Prepare presentations as well as financial and project approval documentation.
  • Providing assistance in writing scopes of work, technical specifications and guidelines, and recommending sequencing of work.
  • Identifying, researching, and facilitating alternative funding sources or available commercial or federal incentive programs (e.g. LEED, ESCO, AFP, etc.).
  • Developing innovative solutions to complex facility problems.
  • Assisting with the closeout and settlement of the redevelopment project.
  • Ensuring that project procurement activities are conducted in accordance with the Health System's existing and current policies, including the Broader Public Sector Procurement Directive (BPS).
  • Ensuring projects adhere to all Building Code, Fire Code, and the Ministry of Health Capital Planning process and any other relevant guidelines and legislation.
  • Managing space relocation projects.
  • Identifying risks and developing mitigation strategies
  • Developing and implementing/disseminating the communication/marketing, training, and change management plans for the project
  • Reviewing processes to ensure that internal controls are appropriate
  • Reviewing and analyzing data developing and implementing policies, procedures and standards relative to all aspects of the project(s)
  • Lead project design drawings and specifications directly or through external consultants
  • Resolve tender difficulties and propose solutions to Sr. Management as required
  • Maintains project documentation repositories
  • Occasional travel to OVH's other site, Uxbridge Hospital is required.
  • Assuming other duties and responsibilities as assigned.

What you bring to the role:

  • Degree in Architecture, Engineering (preferably civil or structural), Urban Planning, Facility Management, or Construction Management. Equivalent experience and education will be considered.
  • Minimum 7 years' experience managing medium to large scale projects within a multisite and/or multiorganization context. Experience in healthcare is an asset.
  • PMP Certification would be considered an asset
  • Experience planning for major projects including programming, concept development, implementation and construction.
  • Understanding and working knowledge of capital planning strategies, models, and practices required, along with working knowledge of strategies and practices related to the planning, design, construction, and renovations of buildings.
