    This is counseling and administrative work in an adult pretrial intervention (diversion) program. The clients are first offender misdemeanants. Work involves the performance of a variety of duties including pre-release screening, investigations, case management and providing information and referral recommendations regarding defendants to judges and attorneys. Incumbents supervise and monitor defendants released from custody to ensure compliance with release conditions, court dates, and other related court orders. Supervision may be exercised over one clerical position. Work is supervised by a higher level administrative superior.
    Duties and Responsibilities
    (Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed)
    • Interviews incarcerated defendants; evaluates eligibility for release; conducts interviews with law enforcement personnel, mental health agencies, employers, family members, and friends regarding the defendant; performs background criminal history checks; determines when a specialized program is appropriate and/or necessary; establishes and assigns conditions of release.
    • Conducts investigations including collecting, compiling, verifying, and evaluating information regarding defendants; develops and maintains case files; attends court arraignments; provides case information to judges; recommends release conditions or imposes Court ordered conditions.
    • May appear as a witness at revocation of pretrial release hearings and may testify before the court.
    • Coordinates case management for assigned defendants including monitoring and tracking releases until sentencing; maintains regular contact with defendants in-person and by telephone; supervises and monitors defendants released from custody to ensure compliance with release conditions, court dates, and other related court orders; prepares reports for judges regarding progress of defendants in the release program.
    • Locates clients who fail to appear for court appointments; notifies the Court of defendants who fail to comply with release conditions and recommends revocation of the release, as necessary.
    • Confers with attorneys, law enforcement personnel, and social services agencies regarding difficult cases; coordinates placement of defendants into substance abuse, mental health, domestic violence, related treatment programs and other referral agencies as needed; provides information for defendants and family members on a limited basis.
    • Maintains an accurate log of all cases received, processed, discharged and referred to community service agencies.
    • Serves as a resource regarding Court policies, procedures, objectives, and operational functions in the pretrial intervention program; responds to inquiries in-person and by telephone; provides information utilizing judgment, knowledge, and interpretation; resolves complaints; refers caller to appropriate source as necessary.
    • Prepares documentation for successful completion of the program by defendants and terminates such clients, prepares documentation for unsuccessful terminations and remands client back to Court.
    • Other duties as assigned or required.
    Minimum Qualifications
    Graduation from an accredited college of university with a Bachelor's degree in social science, psychology, criminal justice or related field with previous related experience (six months to two years), or an Associate's degree in a related field with previous experience (three to five years) in law enforcement, criminal justice, social services or a High School Diploma or equivalent certification with previous experience (six to ten years) in a related field of work is preferred. Relevant training and certifications will be given special consideration.
    Position Factors
    • Knowledge of the Virgin Islands code and court procedures and policies pertaining to the release of arrested persons.
    • Knowledge of community resources for referrals of defendants.
    • Knowledge of the social, cultural, economic, psychological and legal issues influencing the attitudes and behaviors of clients and their families.
    • Ability to prepare accurate and reliable reports containing findings, conclusions, recommendations, and justifications.
    • Ability to accurately document contacts/observations.
    • Ability to assess client needs, risks and substance abuse behavior.
    • Ability to organize time and effectively manage workload.
    • Ability to make sound judgments and recommendations concerning conditions for release of defendants.
    • Ability to interpret Territorial laws and court policy concerning the conditions of pretrial release.
    • Ability to establish and maintain effective working relationships with police officers, probation/parole officers, defendants, judges, attorneys and court employees.
    • Ability to communicate effectively verbally and in written.
    • Ability to deal with upset, angry, and emotionally charged people and resolving conflicts.
    • Skill in the operation of a personal computer and all relevant software applications.
