Shared Health leads the planning and coordinates the integration of patient-centred clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.


Position Overview:


Reporting to Shared Health's Lead, Provincial Emergency and Continuity Management and under the general direction of HSC's Chief Operating Officer, the Emergency and Continuity Management Specialist supports HSC's Emergency and Continuity Management activities.


Working as part of a team, the Emergency and Continuity Management Specialist will anticipate and respond to events that threaten continuity of health services delivery at HSC.

These events include any events that impact the standard of patient care, high media interest, clinical and non-clinical functions, natural disasters, public health emergencies; mass casualty incidents; environmental emergencies and critical infrastructure failures_.

_The position maintains emergency response plans, conducts simulation exercises, liaises with key stakeholders and programs, monitors and assesses potential risks and vulnerabilities, leads activated Incident Management/ Hospital Incident Command System responses and supports planning, preparedness and recovery efforts.

As the Emergency and Continuity Management Specialist, you will:

  • Assist with the planning, development and maintenance of HSC's Emergency and Continuity Management plans and activities, following Shared Health provincial Emergency and Continuity Management and CSA Z1600 Emergency and Continuity Management program standards.
  • Conduct risk and vulnerability assessments to inform planning priorities.
  • Facilitate emergency management exercises, drills, after action reports, incident debriefings and critical occurrence reviews.
  • Identify gaps or areas of opportunity to continually develop response readiness.
  • Develop recovery strategies to support short and longterm priorities for recovery of functions, services, resources, facilities, programs and infrastructure.
  • Chair the HSC Emergency and Continuity Management committee.
  • Support the maintenance of HSC Emergency Operations Centre facilities, equipment and resources to ensure continuous readiness for immediate activation when required.
  • Collaborate with Shared Health Corporate Risk Management where Emergency and Continuity Management can support risk mitigation efforts at HSC.
  • Serve as a liaison between HSC and Shared Health on all Emergency and Continuity Management matters.
  • Liaise with Provincial Operations Response and Recovery Specialist to ensure HSC Administrator oncall processes are in place, including orientation and onboarding of new leaders and updating Administrator oncall processes as standards change.
  • Perform other related duties as assigned.

Experience:

A minimum of twenty-four (24) months' experience in Emergency Management activities, preferably in an acute care environment.


Education (Degree/Diploma/Certificate):


  • Bachelor degree or postgraduate qualification, emergency management focus preferred e.g. Applied Disaster and Emergency Studies.

Certification/Licensure/Registration:


  • Valid Manitoba Class 5 Full Driver's License (or provincial equivalent).
  • IAEM Canada AEM or CEM designation would be an asset.
  • Business Continuity designation such as ABCP, CBCP, MBCP, BCI or MBCI would be an asset.
  • Canadian Risk Management designation (CRM) or equivalent would be an asset.
  • ICS 100, 200, 300 or 400 certificate designations would be an asset.

Qualifications and Skills:


  • Ability to communicate effectively both verbally and in writing.
  • Experience in continuity planning or policy development.
  • Ability to work as a member of a small team and collaboratively with a wide range of partners and stakeholders.
  • Capacity to stay calm and be creative in stressful emergency/high pressure situations.
  • Able to adapt to unforeseen changes in schedule interruptions
  • Superior organizational skills and ability to meet deadlines and prioritize tasks.
  • Strong attention to detail with a thorough, logical approach.
  • Ability to synthesize a significant amount of information to identify key concepts.
