This is a cross-functional role and provides overall capital project coordination support.

The Asset Management Coordinator will play a lead role in the development and ongoing maintenance of the township's assets and financial plans by working closely with asset owner departments, the Director of Finance, and the current asset management lead.

There is also the possibility of working with other lower tier and upper tier municipalities in Wellington County.

This position requires working well with others in a team atmosphere with mínimal supervision.

Experience in this role can be used towards the relevant practical experience requirements of the Chartered Professional Accountant (CPA) designation.


Asset Management Program

  • Ongoing asset management (AM) program development to ensure compliance with the Ministry of Infrastructure's Asset Management Regulation (O.REG 588/17).
  • Ensure ongoing stakeholder engagement for the Townships' AM program and policy through change leadership, ongoing communications, and networking.
  • Update the asset management roadmap on a regular basis based on research on best practices and emerging trends related to asset management and financial planning.
  • Develop asset management plans: Leveraging the Township's asset management roadmap, 2021 Asset Management Plan, water and sewer rates study, development charges study, and other Council or corporate directives. The incumbent will continue to update the plan for existing assets and complete new plans for remaining assets including the coordination of meeting and tasks to ensure compliance with all Provincial regulations.
  • Assist in the development, implementation and maintenance of asset management policies and procedures. Provides recommendations based on industry standards, best practices and other research.
  • Support asset management related technology implementations.
  • Participate as required in the County Wide Asset Management Group.
  • Provide project management oversight for key capital asset renewal, rehabilitation or new construction. Develop terms of reference for consulting/contracting related services, lead the procurement process and manage projects and the performance of consultants/contractors during implementation (lead general procurement or procurements specific to asset management, development charges studies, water and sewer rate studies, condition assessments, etc.)
  • Develop and implement best practices related to capital facilities and management of other assets, including conducting search, surveys, and field investigations to assess and analyze asset condition.

AM Data Maintenance

  • Take a primary role in the maintenance of asset data used by all departments, including implementing data management standards and provide oversight for data quality improvements. Train municipal staff on asset management processes and their role in collecting and using the data.
  • Maintenance of a complete and accurate corporate asset inventory, including the collection and updates of geographic and tabular datasets.
  • Collect and update Township geographic and tabular asset datasets.
  • Conceptualize and create data schemas that meet industry standards and integrate with existing township systems and datasets.
  • Facilitate the sharing of Township asset data with external agencies.
  • File and maintains Township asset construction drawings.
  • Audit incoming and existing data on a regular basis using QA/QC principles.
  • Responsible for ensuring the accuracy of asset data in the Township's asset management software, including changes to assets and the inclusion of new assets.
  • Directly involved in linkages between the asset management software, Geographic Information System (GIS), financial system and budget processes from an asset data perspective in collaboration with other township staff

Capital Asset Analysis

  • Review, update, and document related protocols such as method for determining useful service life, calculation of amortization and calculation of replacement cost.
  • Development and maintenance of an asset management financing strategy in collaboration with the Director of Finance and Accounting.
  • Prepare comprehensive reports and recommendations based on detailed analysis for a varied audience.
  • Assist with the development of the annual capital and operating budgets including capital planning and creating and implementing decision making frameworks.
  • Other duties as assigned.
  • University Degree or College Diploma in Accounting, Business Administration, Civil Engineering or related Discipline.
  • Completion of courses towards either a professional accounting, science, or technical related industry designation.
  • Completion of courses related to asset management or project management considered an asset.
  • Minimum 5 (five) years of applicable experience in asset management, preferable in a municipal setting. Knowledge of financial planning including capital and operating budgeting.
