Main Purpose and Function


The Manager of Financial Reporting plays a key role in ensuring the City meets all Vancouver Charter and regulatory financial reporting requirements in way that supports the City's strategic financial goals and business principles.

The manager leads the City's annual financial report preparation and audit, is responsible for ensuring policies, accounting processes and related corporate systems are in place to meet external and internal management reporting requirements and provides oversight of all recorded financial transactions and directly manages DCL, CAC and other reserve reporting critical to the financial management of the City.


Specific Duties and Responsibilities
Annual Financial Report, Audit & Regulatory Reporting

  • Leads the preparation of annual consolidated financial statements which include the City's 5 Funds and various related entities controlled by the City in accordance with Canadian public sector accounting standards
  • Leads the City's annual external financial audit including planning with the auditors and ensuring year end audit working papers, files and documentation are prepared and provided as required to support financial statement items
  • Prepares year end reports for Council briefing and meeting
  • Presents statutory reports required by the Vancouver Charter, provincial legislation, provincial ministry (annual municipal reporting forms) and Statistics Canada reports
  • Prepares FOI responses related to historical financial results
Interim Financial Reporting & Accounting

  • Manages the month end financial close to ensure financial information is timely, accurate and available to meet the City's internal monthly and quarterly reporting requirements
  • Manages all the City's accounting including general, fixed asset, capital project, debt, investment, and reserve accounting
  • Develops and maintains the City's fixed asset records including the recording of the City's real estate property transactions: acquisitions, sales and dispositions and transfers, and the valuation of material contributed assets
  • Oversees the capital accounting function. Establishes policies and procedures for the proper accounting and recording of capital assets, project costs and related funding.


  • Liaises with FP&A

  • City Wide to resolve accounting issues.
  • Administers the City's Tangible Capital Asset and Cost Allocation policies.
  • Oversees the accounting for longterm debt: debenture issues and maturities, interest calculations and allocations. Liaises with Treasury Services on policies and procedures to ensure accurate and complete recording of investments and debt. Reviews and prepares analyses, continuity and amortization schedules
  • Manages the accounting for reserves: ensures detailed information is maintained and available to report on the designation, receipts, expenditures and commitments of the City's approximately $1.5B in reserves, many with high levels of sensitivity and administrative complexity
  • Reviews all regular and In camera council reports for financial reporting implications
Policy, Process and System Development

  • Continually monitors PSAB evolving standards and implement policies, processes and systems as required to meet reporting requirements. Adoption of significant standards typically involve extended projects and city wide departmental collaboration.
  • Reviews and recommends improvements to business processes. Works and consults with departments and business units to implement improvements, provides training and assistance to departmental staff
  • Conducts reviews and studies and prepares complex analyses on financial issues. Prepares reports for senior management and Council
Other Responsibilities

  • Collaborates with manger to identify and set annual and longterm goals and objectives for Financial Reporting and develops work plans and timelines to implement and monitor progress
  • Hires, orients and trains staff. Develops training and performance management plans to monitor staff performance. Handles disciplinary and labour relations issues

Minimum Position Requirements

Education and Experience:

  • Professional accounting designation
