Purpose of Job_**Reporting to the Senior Finance Manager, the Buyer is responsible for the efficient, effective, and timely acquisition of assigned commodities and/or services, especially those that require unique or specialized skills and/or experience.

Also, must ensure maximum value for dollars expended while utilizing the principles of sound, responsible, ethical purchasing at all times.

May provide additional resources in time of extreme/high workload periods.

Major Accountabilities_**Provide all areas of the Bank (Domestic, International, E.O.

departments) with the most efficient, economical methods of purchasing the required materials/services, meeting both Bank and client/ user defined specifications, standards and policies by:


  • Maximizing turnaround times to the client/user benefit by prioritizing all purchase requisitions under his/her control;
  • Creating, issuing and evaluating competitive tenders and subsequently awarding/issuing purchase orders/contracts within signing limits. All other business to be referred directly to the Senior Finance Manager or the Vice President, Real Estate for authorization;
  • Managing negotiated contracts/agreements, under their care, until expiry using a good working level of business acumen, tact, and diplomacy; and
  • Other duties and responsibilities as assigned.
Develop and maintain commodity data and information with respect to his/her assigned responsibilities and the Bank's requirements by:

  • Analyzing procurement patterns in specific/defined industries and identifying items/ systems/procedures that might benefit the Bank by being purchased corporately to achieve economies of scale and/or increases of efficiency;
  • Advising client/users, task forces or committees as a purchasing specialist to develop purchasing strategies and/or specifications for unique/specialized products and services;
  • Maintaining and/or creating harmonious relationships with clients ensuring a full and complete knowledge of the products and services being purchased; informing clients about new products and services, market trends, price changes, vendor relocations;
  • Reviewing trade and professional magazines, journals, business cases as well as utilizing vendor plant tours and trade shows to enhance their industry product knowledge base; and
  • Creating and/or maintaining accurate corporate contract/commodity files with respect to all pertinent documentation, i.e. negotiations, memorandums, specifications, contract/ purchase order copies, approvals, etc.
3Develop and maintain accurate vendor/commodity information records which will provide appropriate documentation of purchase activity

Providing an effective, efficient liaison with the Accounting department by:

  • Eliciting early payment discounts;
  • Resolving discrepancies on quantities, taxes, freights, and duties; and
  • Acting on the liaison, under the direction of the Senior Finance Manager between Accounting and Vendors in the clarification/resolution of all payments.

Education/Work Experience/Designations_**- The incumbent must have a working knowledge of purchasing practices and procedures.

  • The incumbent requires a thorough and working knowledge of business practices and must have the ability to develop innovative ways to acquire a wide range of goods and services in a costeffective manner.
  • Strong negotiation skills and judgment are necessary to ensure all major purchases reflect the best interests of the Bank, as well as strong analytical skills to define problems, develop solutions, evaluate alternatives, formulate recommendations and implement strategies under the guidance of the Senior Finance Manager.
