    Halifax Regional Municipality is invitingapplications for the permanent, full-timeposition of Human Resources Analyst in the Employee Relations division of Human Resources.     Under the direction of the Director, Employee Relations, the Human Resources Analyst leads the research and development of new and/or updating of existing HR policies and programs. The Human Resources Analyst will collaborate with both internal and external subject matter experts and keep abreast of evolving best practices and applicable legislation, ensuring they are appropriately considered in all HR policies and programs.

    DUTIES AND RESPONSIBILITIES:

  • Conducts provincial and national research pertaining to new and updated legislation, HR trends, public and private sector practices, collective bargaining issues, etc
  • Conducts multiple simultaneous long and short-term studies and prepares ad hoc analyses and reports within short time frames.
  • Provides synthesis and analysis of external data collection and presents in summarized and/or graphic formats
  • Presents analysis and provides recommendations to management relating to the introduction of new policies or programs, or the revision of existing policies or programs and either drafts or project manages the drafting of these policies and programs.
  • Collaborates with subject matter experts, senior management, and external entities, to review, refine and develop Human Resources policies and programs.
  • Manages assigned projects and coordinates the activities required to complete projects on time.
  • Developing change management plans and support as needed.
  • Other duties as assigned.
  • QUALIFICATIONS
    Education and Experience:
  • Must have a minimum of two years' experience in the human resources profession or in a research analyst position.
  • Undergraduate degree; certificate or diploma with a focus in HR Management or related area of study from a recognized and accredited educational institution.
  • An equivalent combination of education and experience will be considered.
  • Demonstrated analytical and problem-solving ability.
  • Demonstrated ability to understand complex situations, tasks or problems, analyze them using a systematic approach and identify patterns and connections between situations that are not inherently obvious.
  • Demonstrated experience utilizing primary and secondary research methods including: literature reviews, best practices analysis, survey development and administration, in-person interviews, data analysis, and results evaluation.
  • Demonstrated ability to write at a high level
  • Technical / Job Specific Knowledge and Abilities:
  • Thorough knowledge of the following principles: research design and research methods, applicable NS legislation, policy and program design, communication strategies, etc.
  • Expertise in statistical analysis, research methodology and information transfer.
  • Proficiency with MS Word, MS Excel, MS Outlook, and MS PowerPoint.
  • Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

    HOURS OF WORK: 8:30 a.m. to 4:30 p.m., Monday to Friday (35 hours per week)

    SALARY: Non-Union, Salary Level NU6, ($66,770 - $91,810)

    WORK LOCATION: Purdy's Wharf Tower 2, 1969 Upper Water Street, Halifax.
