The Role:The Community Services Department is a front-line partner with Edmontonians and communities committed to creating a safe, healthy and vibrant city. On any given day, this department manages hundreds of activities in its commitment to serving the people of Edmonton and making a difference, every day.


Reporting to the Deputy City Manager, Community Services, the Director, Department Strategy will anticipate and plan for the future of the City of Edmonton.

The role leads work for the department in close collaboration with corporate stakeholders including the Service Innovation and Performance Branch (SIP)and Financial Services Branch and is responsible for balancing the needs of the Department and the Corporation.


The Director is an integral part of the Community Services Leadership Team's strategic management and integration accountability and is responsible for ensuring that services and operations are delivered in alignment with corporate strategy and the direction of Council.

This role will actively participate as a member of the Department Leadership Team, which involves decision-making on programs, policies and operational matters at a branch, department and corporate level.

This position is instrumental in advancing the department and corporate strategic plans.


Goals and deliverables:


  • Lead a team of professionals responsible for planning, organizing, leading, controlling and implementing the work in the areas of Strategic Business Analytics and Planning, Service Experience and Innovation, Corporate Performance, and Partnerships and Evaluation
  • Lead the integration of strategy and business planning with data, risk management, innovation, service design, performance measurement, partnerships and evaluation for the department
  • Lead crossfunctional and crossdepartment teams responsible for delivering high profile and politically sensitive projects
  • Support efforts to achieve integration and consistency with the Service Innovation and Performance Branch
  • Facilitate the systemic translation of the corporate strategy into departmentspecific and branchspecific strategies, plans, goals and priorities
  • Support the development of a formal standardized reporting system including measures and accomplishments linked to business plans and strategy
  • Anticipate business opportunities, influence policy, planning and initiatives and foster a culture of accountability through performance measurement
  • Integrate multidisciplinary teams to work collaboratively with stakeholders supporting corporate priorities
  • Build new and innovative collaborative partnerships with external agencies such as community organizations and post secondary institutions and internal departments and branches
  • Work closely with all Community Services branches, the Service Innovation and Performance Branch and the Financial and Corporate Services Department to lead planning for and coordinate the completion of operating budget documents.
  • Champion systemsthinking and integration across all accountabilities and projects
  • Champion a culture that values collaboration, innovation, systems thinking, integration and psychological safety
  • Maintain and nurture a positive team culture and employee experience

Qualifications:


  • Knowledge, training and/or education in Business Administration, Finance, Public Administration or a related field
  • Experience in senior leadership roles within a large, complex organization managing a team in Strategic Management, Risk Management, Business Planning, Corporate Performance or related field
  • Experience managing multidisciplinary teams accountable for large, politically sensitive and complex projects
  • Demonstrated experience leading and managing change, building organizational talent and capacity, and empowering resources to achieve outcomes
  • Equivalent combinations of education and experience may be considered

Assets:


  • Additional training in strategic management, policy development, public administration, government relations, project management and/or change management
  • Master's Degree in a related field
