The Area Transportation Planning unit is accountable for developing actions plans and conceptual designs at the neighbourhood/precinct scale to achieve the appropriate balance of multi-modal mobility, multi-modal site access and placemaking on Toronto's streets in a context-sensitive manner.

This unit leads the Neighbourhood Streets Plan program, leads or co-leads Transportation Master Plans and corridor studies, and represents the Transportation Services division in interdisciplinary planning studies, such as Secondary Plans and special initiatives like the High Park Movement Strategy.

The portfolio of projects led by the Project Lead will be concentrated primarily in the Neighbourhood Streets Plan program stream.

The Project Lead will also be involved with continuous improvement and capacity building initiatives to support the growth and maturation of the program and the unit.


Major Responsibilities:


  • Develops, implements, monitors, and evaluates detailed plans and through those plans recommends improvements that can be made to the design and operations of City streets.
  • Manages assigned projects, ensuring effective teamwork, communication and high standards of work quality to advance the Division's initiatives in a complex municipal environment.
  • Represents the Division at projectrelated community engagements, maintaining professionalism at all times.
  • Prepares project plans, reports and status updates for senior staff, City Council and/or public reference.
  • Fosters and maintains effective working relationships with other units, other divisions, agencies, elected officials, consultants and other partners.
  • Embraces diversity and inclusion, fosters teamwork and consistently contributes to a positive workplace culture
  • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government and best practices in other jurisdictions.
  • Monitors projects to ensure completion in accordance with approved plans and agreements.
  • Provides input into the Capital Works Program and operating budget.
  • Ensures compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures.
  • May be required to prepare, coordinate and make recommendations on Request for Proposals/ Request for Quotations and tender documents for implementation of projects.
  • Acts as resource person for requests and inquiries related to Divisional activities.

Key Qualifications:


  • Postsecondary education in planning, civil engineering, project management, or a discipline pertinent to the job function or an equivalent combination of education, training, and experience.
  • Considerable experience working on complex multidisciplinary projects in transportation or infrastructure planning, engineering, and/or design.
  • Experience leading project teams and developing collaborative internal and external business relationships.
  • Ability to effectively represent the Division and to maintain relations and work with community and elected officials, internal and external stakeholders, and members of the general public.
  • Ability to effectively delegate tasks and provide work direction to staff.
  • Excellent interpersonal and communication skills, including: verbal or typed conversation; formal presentation; written document; active listening; and attentive observation.
  • Proficient in the use of a variety of software; high proficiency with the Microsoft Office Suite is a requirement.
Working knowledge of any or all of the following considered an asset:
traffic simulation software (e.g. Synchro, Aimsun, VISSIM, and/or EMME); GIS platforms (e.g. QGIS, ArcGIS); CAD design (e.g. MicroStation), automation software (e.g. Python).

  • Ability to work beyond normal business hours (e.g. evenings and/or weekends) on occasion as required (e.g. for public engagement events).
A professional designation (e.g. PMP, P.Eng., RPP) would be an asset.
