Safe Bridge Stabilization Program and the Manager Role


The Safe Bridge Stabilization Program is a pilot program that supports women and gender-diverse people who are struggling with their substance use health, are involved with the criminal justice system, and who are motivated to stabilize in preparation for long-term treatment.

The program consists of a residential component (for up to six residents) and a community component (for participants not residing in the Safe Bridge residence).

We partner with Minwaashin Lodge to provide Indigenous community-based programming and with Cornerstone Housing for Women to provide a bed for an Indigenous participant in Safe Bridge.

Our residential pre-treatment program provides safe and supportive trauma-informed programming for up to residents in our 24/7 confidential residence.

In addition, our community Safe Bridge program is offered to those housed in the community and clients of Minwaashin Lodge (day/evening programming).

Clients are offered a choice Indigenous programming (through Minwaashin) and mainstream programming (through E Fry Ottawa).

The Manager plays the lead role in the delivery of the pilot program.

They are accountable for client support, maintaining essential partnerships, and overseeing day-to-day operations (including residential and community programming offered in the day and evening in E Fry Ottawa programs (residential and community-based programs).

These staff include a Peer Support Specialist, Program Facilitator and Residential Support Workers. The manager also strengthens and maintains relationships with our core partners (Minwaashin Lodge and Cornerstone Housing for Women).


The Manager leads recruitment, hiring, and onboarding of new staff when required and provides training opportunities (with support from the E Fry Ottawa management team).

The Manager ensures that clients are well supported by Safe Bridge staff, including with respect to their goal of attending long-term treatment.

The Manager is also an integral member of our management and contributes to the overall success of the agency.


This demanding role involves excellent leadership and collaboration, judgement, and decision-making to ensure the safe and effective delivery of substance use health programming to those who may be facing challenging situations and experiencing the impacts of trauma.


Core Responsibilities

Client and Operations-related Responsibilities and Accountability

  • Lead the operations of the residential and day/evening programs and E Fry Ottawa community programs.

Collaborate with Minwaashin Lodge and Cornerstone on the delivery of the community Safe Bridge program and to provide quality control, contract monitoring and data collection and reporting.

Manage operations of residence -including making operational decisions to ensure the safety and security of staff and residents, and efficient operations, in alignment with regulatory requirements and budgets.

Collaborate with the Manager of Community Programs and Services to ensure alignment of residential and day/evening programming with existing programs of E Fry Ottawa and Minwaashin Lodge.

Advocate for residents and support them to meet goals and needs, using a trauma-informed approach.

Participate in phone support rotation, and if/as needed, cover shifts/provide support to on-duty staff.
