The Ministry of Natural Resources and Forestry's Budget and Expenditure Management Strategy Section is seeking a talented, passionate financial professional with a desire to provide strategic advice that ensures the ministry's financial allocations align with its mandate and government priorities and directives.


This role provides opportunities for exposure to senior leadership including day-to-day interaction with clients to utilize your problem-solving, analytics, team leadership, cross-functional collaboration, and program management skills.

You will be an integral part of the Strategic Management and Corporate Services Branch team by identifying and developing business plan strategies in order to meet financial requirements, mitigate/manage risk, and make recommendations on program fiscal management options and direction.

What can I expect to do in this role?: You will:

  • serve as a key point of corporate business and fiscal planning contact between ministry clients and central agencies
- support the government's decision-making and approvals process and program delivery through robust due diligence and financial analysis
- provide strategic business, financial and program planning advice, analysis and functional support to ministry staff and executives
- support a comprehensive ministry forecasting process throughout the fiscal cycle for in-year, monthly and quarterly expenditure management and reporting process
- support the preparation of the ministry's Strategic Planning Process (SPP) submissions, Printed Estimates, Estimates Briefing Books, and related public financial reports and materials
- provide business advice on fiscal/financial risk, and operational and financial issues
- prepare a variety of regular and ad hoc reports and senior-level presentations
- lead project teams in the development of business and program strategy


How do I qualify?:


Financial and Accounting Skills and Knowledge:

  • you have knowledge of legislation, policies, standards, and priorities related to business planning, budgeting, fiscal and expenditure management
- you have knowledge of practices, processes, and techniques in the areas of strategic planning, operational planning, forecasting, financial/fiscal analysis, quantitative and qualitative analysis, modern controllership, and risk management to provide advice on effective planning and financial management of complex programs to senior management


Business Planning Knowledge:

- you have the ability to understand government processes (including decision-making and approvals)
- you can provide advice on ministry business and financial plans and issues, including for the most complex and sensitive programs
- you have knowledge of program evaluation, performance management and risk assessment/management principles to assess the relevance, effectiveness, efficiency, and sustainability of policy and program initiatives and make appropriate recommendations


Communication and Relationship Management Skills:

- you have demonstrated oral and written communication skills and can write clear and concise reports, briefing/issues notes, correspondences, and business cases, prepare and present advice, and explain financial and program-related information
- you demonstrate political acuity, diplomacy, and tact when dealing with sensitive issues
- you can consult and collaborate with stakeholders and program staff
- you have persuasion skills to negotiate with and influence stakeholders who may have opposing views
- you have facilitation and presentation skills to deliver clear explanations to senior management, stakeholders, and clients


Project Management and Organizational Skills:

- you have demonstrated project management and development skills to lead and coordinate strategic and business planning activities, initiatives, and projects
- you have demonstrated the ability to plan, organize, manage, monitor, and deliver effectively on multiple, concurrent deliverables and/or projects with tight and often conflicting deadlines
- you have organizational and coordination skills to deal with changing priorities,
