    Detailed Overview

    The Clinical Liaison provides advice on social policy legislation, participates in program planning and community development work, and supports regional contract performance activities for the Mental Health & Substance Use Bed-Based Treatment and Supported Living Programs.

    Liaises with Licensing and residential service providers with relation to legislative and contract compliance.

    Participates in contract reviews, supports contract service provider quality improvement planning, reviewing of referrals for appropriate program matching, sharing of best/preferred practices, trend analysis and safety reviews, and participates as a member of local committees and planning bodies.

    This position may be required to work at more than one location within an assigned geographic area.

    Responsibilities Collaborates with multi-disciplinary care teams, practice leaders, patient/client, family and other stakeholders in the provision of care across the continuum.

    Advises MHSU teams, related programs, and provides clinical expertise through sharing of information to designated care providers/contracted service providers on the application of policies and procedures relevant to access and eligibility for Mental Health & Substance Use Supported Housing, Residential & Treatment program resources.

    Maintains linkages with most responsible clinician, local health centre contacts, and resources and service programs in the community.

    Utilizes, maintains, and participates in the evaluation of work-related systems, tools, supplies, and equipment in the provision of care/treatment by conducting clinical file reviews such as facility program, program documentation, and clinical annual reviews including program audits, client record audits, progress notes and reports, to ensure completion in accordance with established standards, policies, procedures and regulatory requirements.

    Maintains ongoing documentation regarding contract performance and quality assurance. Follows up on service provider reports as required. Processes referrals, including screening, matching and waitlist management, as assigned.

    Provides consultation and/or clinical expertise/assistance to other health care/community resources and supports and oversight bodies such as Licensing, Assisted Living Registry, and PCQO, on topics such as investigations of contracted service providers, or complaints relating to clinical, health, or safety service deliverables, for the purposes of determining appropriate resolution and optimal service provider performance.

    Escalates to Coordinator and/or Manager as appropriate.

    Provides clinical consultation and/or assistance to community resources such as residential service providers on complex situations on issues such as policy, resource utilization, program standards, Licensing and MHSU Assisted Living issues, in accordance with best practices, as directed by the Coordinator.

    Provides guidance, collegial sharing of information and/or demonstration of work methods and processes to service providers such as through developing and providing education regarding focus groups or stakeholder engagement as appropriate and requested.

    Participates in the evaluation of work-related systems, tools, supplies and equipment in the provision of care/treatment by means such as monitoring treatment and psychosocial program activities and performance, in partnership with MHC primary contacts, through activities such as regular contract performance reviews site visits, service provider program meetings, data monitoring, unscheduled visits, and participating with clients, families and community supports to ensure alignment with standards of service contracts.

    Follows up per contract requirements, and escalates issues as appropriate to Coordinator/Manager. Advises Coordinator regarding contract compliance issues or other concerns. Participates in contract reviews by providing relevant information and appropriate materials/reports to the Coordinator.

    Participates in the collection and maintenance of data such as service provider/facility reports, referral waitlists, bed utilization, workload statistics, monthly reports, critical incident reports, Serious Incident reports, inspection reports and complaints, by methods such as recording information into approved formats, collating data, analysing facility-specific trends, accounting for variances, preparing reports as required.

    Ensures results for indicators such as length of stay and bed utilization are complete and clinically sound. Generates summary reports for Coordinator as required.

    Contributes to the development of policies, standards, procedures, protocols, and evaluation processes by recommending changes and providing feedback to the Coordinator or Manager.

    Develops and implements quality improvement processes and audits for MH&SU bed-based treatment and supported living.

    Supports ongoing quality improvements by participating in quality reviews, analyzing facility quality improvement plans, and establishing relationships with residential service providers.

    Participates in risk management for the assigned portfolio by methods such as conducting safety audits, investigating and reviewing Serious Incident and other reports, and taking corrective action.

    Advises Coordinator of pertinent risk management issues.

    Participates as a member of local committees and planning bodies by methods such as attending meetings, providing input, and facilitating resolution of issues.

    Synthesizes information and communicate site trends and emerging issues affecting provision of contracted services, recommends effective, efficient and equitable use of resources, and provides input regarding program goals and objectives to leadership team at discussions, meetings, and as appropriate.

    Maintains broad development in Mental Health & Substance Use by methods such as reviewing literature in the assigned clinical specialty area, consulting with clinical and community experts within the field, evaluating practice, and participating in research and professional development activities in order to improve care through new practices.

    Performs other related duties as assigned. Qualifications Master's Degree in Counselling Psychology, Social Work, Clinical Counselling, or related allied health/social science/health discipline. Eligible for registration with relevant professional association.

    Four years' recent related mental health & substance use experience, including clinical experience in mental health and substance use, contracted services or an equivalent combination of education, training and experience.

    Valid B.C. Driver's license and access to personal vehicle for work-related purposes. Skills & Abilities Demonstrated knowledge of mental health/mental illness. Comprehensive knowledge of principles, practices and theories of social work, clinical counselling or other health related discipline. Working knowledge of psychopharmacology, crisis theory, and de-escalation techniques. Working knowledge of DSM V Multiaxial Diagnosis and protocols.

    Knowledge of Canadian Centre on Substance Use and Addiction (CCSA), and/or BC Centre on Substance Use (BCCSU) clinical practice guidelines as well as relevant substance use service model standards.

    Demonstrated knowledge of Recovery Centered Clinical Systems, principles of psycho-social rehabilitation, and evidence informed practices such as recovery-oriented practices.

    Demonstrated knowledge of substance use best practices including bio-psycho-social spiritual model of addictions, including trauma informed and harm reduction frameworks.

    Working knowledge of GAIN, HONOS, and harm reduction monitoring tools. Demonstrated ability to design, implement, revise and participate in the evaluation of programs. Demonstrated ability to plan, organize and prioritize work in continuously changing environment.

    Demonstrated ability to work independently and collaboratively as a member of an interdisciplinary team, including working effectively in a multicultural environment.

    Demonstrated ability to deal effectively with others and manage conflict situations. Ability to develop consultation and advisory processes. Ability to operation related equipment including applicable software applications.
