The Role:


To provide technical, business and strategic analysis in the development and implementation of energy conservation strategies for Regional facilities; to investigate, evaluate, recommend, and assist with the implementation of cost effective energy efficiency solutions, programs, and supply options; to review and recommend renewable energy supply and energy efficiency technologies and perform detailed analysis of the financial benefits and related technical, economic, and operational risks; to monitor and report actual energy savings achieved through energy initiatives; and to analyze historical consumption data and future trends and provide recommendations for utility budgets.


Duties/Responsibilities:


Develops, coordinates, and implements a plan for ongoing analysis and reporting on consumption of natural gas, electricity, and water for Regional facilities from information obtained from the Energy and Environmental Management System (EEMS) and local utilities.

Compares monthly and yearly usage, expenditures, and greenhouse gas emissions to historical values and identifies possible anomalies and opportunities for energy savings.

Prepares annual budget estimates for all regional buildings.


Assists with the formulation of a corporate position on energy risk management, development of energy procurement strategies, and a green/renewable energy program.

Monitors industry trends, policies, and regulatory changes; assesses and reports on their possible impact to the Region. Develops long term energy reduction and operating strategies for all regional facilities and processes.


Monitors real time electricity consumption and electricity costs and assists in developing peak load shaving strategies to reduce costs and environmental impact.

Produces cost allocation and power quality reports; develops benchmarks and baseline data for utility consumption and costs; compares to industry standards.


Researches and evaluates new equipment and technology in the area of energy usage and conservation; conducts pilot studies of new equipment in regional facilities to validate savings and identify maintenance issues; analyzes related technical and/or economic risks and financial benefits.

Makes recommendations for purchase and implementation in regional facilities


Develops an ongoing relationship with regional departments and acts as a resource expert in the area of energy and utility reduction initiatives and programs.

Provides technical advice and recommendations to Facilities Management and other regional staff in the development of operating strategies to reduce energy consumption in regional facilities.

Provides technical advice and recommendations to Water Services staff in evaluating energy efficient operating strategies, equipment, and software for water process systems, including water treatment and pumping systems.


Investigates, analyzes, and evaluates technical reports from equipment manufacturers and specialized energy consultants to determine the financial viability, return on investment, and long-term impact of proceeding with various energy and emission reduction projects.

Researches and develops cost estimates, business cases, technical briefings, and life cycle cost analysis for replacement or retrofit of building components for energy use reduction.

Monitors and reports on actual energy savings achieved through energy initiatives to ensure initial savings estimates are achieved.

Identifies, validates, and registers, as appropriate, all carbon credits from energy reduction initiatives for possible retirement or sale.

Develops and prepares energy and financial reports based on findings from analysis of regional building consumption and payment history. Develops and produces presentation materials, reports and commentary for Council and Committee as well as the Clean Air Committee.

Performs other related duties, as required

Provides input to annual utilities budgeting, currently valued in excess of $17M. Reviews historical utility usage of regional facilities and makes utility cost projections during the annual budget process.


Prepares detailed business plans with respect to new energy initiatives, including the presentation of detailed data on costs, savings, and financing options and makes recommendations.
