Provides leadership, advice and support on a range of divisional and functional organizational performance management processes and development of related policies and procedures, assigned by the Manager of Planning & Performance.

Assists in the development, use and integration of program performance processes and outcome measures in accordance with the mandatory Ontario Public Health Standards and Protocols into strategic planning, service planning and the divisional decision making processes.


  • Implements detailed plans and recommends policies/procedures regarding program specific requirements
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Supervises a team of Masters level professional staff in the implementation of the Toronto Public Health Divisional Performance Management Framework
  • Oversees the implementation of organizational performance management practices across all functions of Toronto Public Health by providing resources, consultations and employee skill development; securing organizational commitment, and creating mechanisms for performance management sustainability
  • Monitors the integration of organizational performance management practices across Toronto Public Health programs and implements strategies to sustain these practices
  • Creates a collaborative working environment, builds and manages relationships with a diverse group of stakeholders while facilitating the integration of performance management practices across Toronto Public Health
  • Provides oversight, coordination and consultation on the administration of organizational performance management projects, including Quality Improvement, across Toronto Public Health
  • Coordinates staff training and development activities to address evaluation education and training requirements
  • Liaises and partners with other support functions of Toronto Public Health to create resources that facilitate the integration of organizational performance management practices
  • Develops, implements and communicates performance indicators for reporting of compliance with Mandatory Program Standards and Protocols
  • Provides oversight and consultation on quality improvement processes for the Divisional Management Team, managers and supervisors. Ensures performance measures contain and address service access and equity indicators.
  • Ensures standardization of program performance measures where appropriate and tracking of divisional performance indicators (mandated and local) using relevant databases. Performs analysis and prepares quarterly and annual reports.
  • Uses written reports, consultations and briefings to disseminate recommendations and influence change related to service performance improvements and management in the Division and for service/program quality assurance teams in operating functions
  • Provides oversight and consultation on quality improvement processes for provincially mandated programs and services, based on principles of access and equity
  • Manages and in some cases undertakes assigned projects including all aspects of design, proposal development, budget control and execution
  • Prepares reports for the Board of Health, City Council and Committees and external organizations for the signature of the Medical Officer of Health Represents the division on external committees related to organizational performance management, quality assurance and accreditation as required
  • Provides guidance and advice on best practices for continuous quality improvement in Public Health services to the Office of the Medical Officer of Health, Divisional Management Team, managers and staff
  • Researches literature, attends conferences, prepares presentations and publications when appropriate
