Main Purpose & Function

The Parking Data Specialist is responsible for providing technical oversight of parking data collection programs and for ensuring that data is maintained in accordance with best practices.

This position performs highly complex data analyses using large transportation data sets and produces data visualizations using modern business intelligence (BI) tools.

The Parking Data Specialist will support a number of curbside management programs and policy initiatives including, but not limited to: the parking meter program, mobile parking payments, car sharing, ridehailing; special zone management (e.g. commercial loading zones, passenger zones); and, on-street residential parking programs.


The Parking Data Specialist reports to the Senior Parking Engineer and works collaboratively with others to guide decision making and the development and implementation of parking policy.

This position also liaises with the City's various parking service vendors (mobile payment vendor, enforcement software vendor, parking meter equipment vendors, etc.) and other partner agencies (ICBC, TransLink, etc.).


Specific Duties & Responsibilities

  • Oversees the development of data collection programs related to the optimization of curb space in the City of Vancouver to address the changing needs of its residents, visitors, and businesses.
  • Designs and implements sustainable and repeatable data management approaches involving cloud, onpremise, and big data datasets and technologies.
  • Develops and maintains large parking data sets from multiple sources (equipment, service providers, outside agencies, etc.)
  • Develops data visualizations using modern BI tools and/or GIS software.
  • Designs, develops, and presents metrics and reports to senior management.
  • Recommends solutions and alternatives related to the accessibility, interaction, and presentation of data.
  • Directs and reviews the data collection work of traffic assistants and other manual data collection efforts.

Qualifications

Education and Experience:

  • Completion of a diploma or certificate from a recognized postsecondary institution in data analytics or a related discipline or an equivalent combination of education and experience applicable to the department. Preference will be given to those with a Bachelor's Degree with a focus in Math or Computer Science
  • Minimum of 3 years in business process and performance improvement using structured methodology is preferred

Knowledge, Skills and Abilities:

  • Considerable knowledge of data management best practices.
  • Demonstrated ability to analyze and synthesize data from multiple data sources and formats.
  • Demonstrated ability to work with modern business intelligence (BI) software (Tableau, Qlik, GoodData, PowerBI, etc.)
  • Demonstrated ability to work with query languages (SQL, MDX, etc.)
  • Demonstrated ability to design and build data warehouses and data marts.
  • Working knowledge of cloud and onpremise warehouses and query systems.
  • Ability to communicate effectively, foster high standards, and deliver results in a fastpaced, performancefocused environment.
  • Strong sense of accountability.
  • Demonstrated ability to work under pressure, manage multiple priorities, and respond to requests in a timely manner.
  • Demonstrated ability to establish and maintain effective working relationships with a variety of internal and external contacts and team members to provide advice, information, and assistance.
  • Experience visualizing data, creating maps, and creating presentation material with GIS mapping software (ArcGIS).


The City's COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.

However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
