The Strategy, Policy and Partnerships division is responsible for leading the development and implementation of human resource legislation and policy direction; strategic management of the achievement of the PSA's transformation goals; leading and facilitating organizational effectiveness and transformational change; and leading the BCPS reconciliation, equity, diversity and inclusion agenda.

The division also provides leadership for executive talent programs and senior leader reviews, and corporate Provincial Employee Community Services Fund program.


The Change Management Analyst supports the people side of change as the PSA transforms its business processes and technology and takes a leading role in renewal of the BC Public Service.

This position provides change management advice and implementation across a portfolio of projects.

The Change Management Analyst works closely with a network of change agents, teams, senior managers and business partners to implement change management and ensure projects achieve the intended benefits and outcomes.


Job Requirements:


  • Postsecondary degree, diploma, or certificate in human resources or related field (such as public administration, business administration, or communications)
  • An equivalent combination of education and related experience may be considered
  • 1 year of experience supporting projects, programs or initiatives that move people through change
  • Experience delivering project components associated with change management (e.g. sponsorship, communication, engagement, learning and development plans)
  • Experience building positive working relationships with stakeholders
  • Experience managing multiple activities under time constraints
Preference may be given to applicants with one or more of the following:

  • Certification or coursework in Prosci or other change management methodology
  • Experience supporting change in a large organization
  • Experience working in the human resource sector
