Job Summary:


Reporting to the Director of Development Services, the Manager of Regional Development Review is responsible for managing the day to day operations of the Regional Development Review team which consists of planning staff, administrative staff and a continuous improvement advisor.


Duties & Responsibilities:


  • Direct, manage, hire, guide, evaluate and develop all direct reports through effective supervision, demonstrated leadership, coaching and mentoring
  • Ensure the section works in balance with internal Regional departments and the Public Works Department's holistic approach to the planning and implementation of water, wastewater and Regional transportation infrastructure, Regional services and legislated responsibilities
  • Prepare the section's operating and capital budget forecasts to support the division's purpose, mandate and objectives
  • Ensure a high level of consistency and accuracy in record keeping related to development review to enable the Region to provide accurate reporting on development pipeline metrics
  • Work diligently with their direct reports and staff across the division to ensure Key Performance Indicators are met or exceeded
  • Work in collaboration with the Manager of Development Engineering and Manager of Permits and Inspections to utilize a creative solutions based approach to ensure the smooth and seamless processing and resolution of Regional development matters as they move through the development continuum

Additional Duties and Responsibilities:


  • Build strong relationships with the development community, Regional and local departments, ratepayer groups and other levels of government
  • Participate as a Development Services Management Team member focused on divisional development, customer service, continuous improvement and quality working relationships within the divisional sections and across the Region
  • Manage and conduct dispute resolution services to reduce Regional costs and avoid unnecessary delays with respect to development
  • Provides valuable recommendations to Regional Council and senior management on planning and development matters

Skills & Qualifications:


Essential

  • A degree in Urban or Regional Planning with a Registered Professional Planner (RPP) designation and membership in the Canadian Institute of Planners (MCIP).
  • Demonstrated expertise in financial business management and provincial legislation including the Planning Act and the Municipal Act
  • Exceptional communication skills, sound judgment, customer service, facilitation, negotiation, dispute resolution, relationship building and collaboration skills for interaction with Senior Management, public officials, agencies and the public.
  • Excellent abilities in strategic planning, performance management, problem solving, decision making and team leadership within a best practices/continuous improvement culture.
