The City of Delta is searching for an Electrical/SCADA Technician.

This is complex technical work encompassing a wide variety of electrical and electronic duties involving Supervisory Control and Data Acquisition (SCADA), traffic signals, street lighting, field wiring, small electrical system design modification and general project management.

An employee of this class is responsible for ensuring the operation of various types of input/output (I/O) and connection instrumentation as well as the installation, programming, testing, calibration, troubleshooting and repair of programmable logic controller (PLC)/SCADA control systems and other municipal operations related to electronic systems controls; and prepares and maintains a variety of reports, records and statistics related to the work.

Considerable independence of judgement and action is exercised within prescribed guidelines, policies, and procedures and work performance is reviewed by a superior in terms of attainment of desired results and efficiency of operations controlled.


Illustrative Examples of Work:


  • Install, inspect and maintain electrical and electronic controls and components involving SCADA, surveillance web cams, traffic signals, street lighting, field wiring, small electrical system design modification and general project management.
  • Ensure the operation of various types of I/O and connection instrumentation; install, program, test calibration and repair PLC/SCADA control systems and other municipal operations related to electrical system controls.
  • Perform and oversee a variety of system design work; troubleshoot and perform root cause failure analysis and investigations on electronic control systems related to potable water pressure reducing valve stations, sanitary pump stations and drainage pump stations, flood box controls, irrigation station and control structures, traffic signal kiosks for the municipal traffic signal network.
  • Arrange site safety meetings and check site conditions; arrange tools and materials for projects from layouts, sketches and blueprints; inspect and oversee electrical installation and maintenance performed by contractors; ensure adherence to established procedures, policies and standards.
  • Prepare project schedule; perform engineering calculations and estimates for materials costs; prepare scope of work; write specifications and participate in tender package evaluation.
  • Prepare electrical and control system record drawings, schematics, control panel design and build; and prepare and maintain records, reports and statistics related to the work.
  • Perform related work as required.

Required Knowledges, Abilities and Skills:


  • Thorough knowledge of the standard methods, practices, materials, tools and equipment used in the installation and maintenance of SCADA operational control and monitoring systems including alarms.
  • Considerable knowledge of occupational hazards and safety practices particular to the electrical and electronic trades.
  • Considerable knowledge of the applicable rules and regulations governing the electrical work performed.
  • Sound working knowledge of the Master Municipal Construction Document (MMCD).
  • Ability to troubleshoot technical SCADA issues.
  • Ability to read and interpret performance data and error messages from controls, sensors, transmitters, and related mechanisms; to diagnose problems as they arise according to prescribed procedures and take the necessary remedial action; and to install electronic components.
  • Ability to inspect the work of contractors for adherence to standards.
  • Ability to prepare preliminary electrical drawings, schematics and control panel design and build.
  • Ability to prepare and maintain records, reports and statistics related to the work performed.
  • Skill in the use and care of tools, materials, and equipment used in the work.

Desirable Training and Experience:


Completion of a recognized apprenticeship in the electrical trade; diploma in electronics, telecommunication or computer control supplemented by completion of technical courses related to the work, and sound related journeyman experience working with electrical and electronic control equipment and systems; or an equivalent combination of training and experience.


Required Licences, Certificates and Registrations:


  • British Columbia Certificates of Qualification (Electrician).
  • Valid Class 5 Driver's Licence for the Province of British Columbia.
