    JOB SUMMARY

    Building Services is responsible for planning, organizing, directing, and controlling all building permit review and approval activities, as well as the efficient and timely review and approval of other municipal permit applications. By-Law Services is responsible for administering and enforcing various municipal by-laws such as; Property Standards, Animal Control, Vital Services, and Business Licenses.

    The Zoning Plans Examiner is responsible for the delivery of a range of technical and approval services related to the enforcement of the Building Code Act and all applicable laws, particularly zoning and related development by‐laws, the Development Charges Act and related by-laws, such as the Business License By-Law. The Zoning Technician provides responsive, comprehensive, expert, and professional advisory services within set timeframes to various stakeholders such as; applicants, the building industry, legal representatives and professional consultants, the public, Division management and staff for all businesses, buildings and construction projects regulated by the Building Code Act and the Ontario Building Code, or Business License By‐Law.

    KEY DUTIES

    • Conduct zoning compliance reviews and provides technical expertise for Building Permit applications, Business Licencing applications, and zoning enforcement cases for intent to comply with the Zoning By‐Law and related By‐Laws.
    • Advise expertly on the interpretation and implications of the permitted uses and performance standards of the Zoning By-law, other land-use related By‐Law, and the Development Charges By‐Law.
    • Coordinate the plan examination, analysis and evaluation of Building Permit applications for the construction and demolition of fences (pool enclosures), decks and accessory buildings within the scope of Part 9 of the Ontario Building Code.
    • Prepare clear and concise reports; write detailed reports and present technical information in formats conducive to various audiences
    • Review the performance standards set in the Zoning By-Law, including the calculations for the floor space index (FSI), provisions for non-conforming rights, permitted uses, parking requirements, restrictions for yards and building height and the related development approval processes.
    • Knowledge of various land use (provincial and local) legislations (i.e. the Planning Act, the Heritage Act, the Development Charges Act, the Zoning By-Law, and the Development Charges By‐Law.
    • Knowledge of various processes related to the land use, including processes related to the Committee of Adjustment and Ontario Land Tribunal (OLT).
    • Knowledge of reading, interpreting and evaluating technical drawings, reports, and approval letters, including architectural drawings, and site plans, etc.
    • Proficiency in utilizing computer software programs which meet the corporate standard; including municipal database and Geographic Information Systems mapping (GIS).
    • Ability to make verbal presentations.
    • Ability to research and review pertinent literature and Provincial Legislation, attend training workshops and seminars.
    • Understanding of municipal government structure and sensitivity to the role of municipal government as a regulatory body
    • On occasion and when required act as the Permit Technician and/or training technical staff.
    • Perform other duties as assigned which are directly related to the major responsibilities of the job.
