Job Summary


Facilities proudly builds, maintains and improves campus facilities to create a safe and welcoming environment in support of teaching, learning and research.

Reporting to the Assistant Director, Facilities Operations and Maintenance (Assistant Director), Facilities, the Manager, Commuter Services (Manager) is responsible for administering, planning, coordinating, and marketing and promoting the overall operation of Commuter Services overseeing the University Commuter Services Ancillary and the Stuart Street Underground parking facility; a joint venture between Queen's University and Kingston General Hospital, and including all administrative functions relating to the maintenance and planning of campus parking and sustainable transportation options; the issuance of parking permits; the enforcement of the parking regulations; the administration of all appeals from parking violations, and the administration of the Transpass program and the secure bike storage program.


The Manager is accountable to support large on campus events, working closely with City of Kingston and Kingston General Hospital colleagues and agencies outside of Queen's.

The actions of the Manager potentially have university-wide implications.


The Manager is a sustainability minded strategic thinker and will partner in the development and ongoing review of strategic plans for the unit's service delivery and infrastructure with alignment to the United Nations' Sustainable Development Goals and the University's Climate Action Plan.

The Manager will be responsible for creating business plans, short and long-term operational plans, as well as key performance indicators, and maintenance programs for the unit.

A client-centric professional, the Manager is efficiencies focused and embraces modernization through the introduction of new technologies to enhance the client service experience.

The Manager may be required to be available to respond to emergency calls outside normal business hours.


Job Description:


KEY RESPONSIBILITIES:


  • Manages the daily operations of the Commuter Services unit. This includes planning, coordinating, marketing, promoting, and monitoring activities, information, and procedures, analyzing performance and progress and making recommendations for change.
  • Partners in the development and ongoing review of strategic plans creating business plans, short and longterm operational plans as well as key performance indicators and maintenance programs for the unit.
  • Drafts the annual budget and makes new parking rate recommendations. Analyzes the monthly budget versus actual performance reports.
  • Provides, analysis and cash management procedures for the unit in accordance with the university financial and audit policies.
  • Recommends new revenue generation and cost efficiency opportunities to improve the financial performance of the Commuter Services Ancillary and the Stuart Street underground parking facility.
  • Implements tools to measure, and monitors client satisfaction and concerns related to parking, the Transpass program and secure bike storage on campus, as well as the Stuart Street underground parking facility. Reviews ongoing issues and concerns and recommends changes to improve client satisfaction through a continuous quality improvement process.
  • Evaluates and interprets policy, establishes procedures, and recommends standards in order to maximize efficiency and productivity and meet the needs of the unit. This includes analyzing and monitoring current procedures and endorsing administrative practices to facilitate optimum client service delivery, consulting appropriately to gather information and perspective, recommending necessary modifications and implementing changes.
  • Reviews processes and services and recommends new initiatives to respond to changes in technology to increase efficiency and effectiveness.
  • Works with the Manager, Grounds Operations to ensure parking surfaces, secure bike facilities, and underground parking facilities are well maintained.
  • Provides input into infrastructure maintenance requirements, additions or changes to infrastructure, and the development of a fiveyear maintenance plan.
  • Coordinates QU/KGH joint commission meetings and prepares all necessary reporting for review and discussion at the commission meetings. Issues minutes of the meetings and implements actions as assigned on a timely basis.
