Job Summary:

To provide integrated environmental, health and safety, and fire and life safety compliance support by leading programs to the multi-disciplined environment of the Division to address risks and liabilities related to regulatory compliance.

To be responsible for the on-site implementation, supervision, monitoring, auditing, and continual improvement of programs and activities related to Corporate and Division environment, health, safety, and quality management systems.


Major Responsibilities:


  • Designs, delivers and facilitates fire and life safety and health and safety training programs to variety of audiences including but not limited to management, frontline staff, building operators, dwelling unit owners/residents, daycare employees, long term care residents and work place employees.
  • Assesses and evaluates participants' skills, knowledge and performance.
  • Conducts health and safety risk assessments to guide divisional policy/program/procedure/training development.
  • Develops, coordinates, implements and maintains divisional programs and strategies. Responsible for complex administrative and technical work involving development, coordination and direction of divisional programs.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Performs site inspections, risk assessments, accident and/or workplace refusal investigations to identify existing or potential hazards, determines corrective or preventive actions, and provides the necessary follow up.
  • Partners with other divisions in the design and delivery of special events, media campaigns and other activities to promote and provide education on fire prevention and health & safety awareness.
  • Establishes and maintains professional and constructive relations with City staff, management and other key stakeholders. Liaises with Federal, Provincial and Municipal regulatory agencies, communicating requirements to management and other affected parties, and assisting in developing, communicating and implementing corrective measures.
  • Prepares analytical reports including reports on compliance issues and performance, internal audit reports, risk management plans and ad hoc management requests.
  • Develops, plans, coordinates and conducts internal audits including but not limited to the development of audit program/procedures, and creation of audit report documenting findings, deficiencies and recommendations on areas of improvement in the health and safety systems or programs, operations, procedures and practices.
  • Provides input in the development, implementation and timely maintenance of identified indices or standards against which Divisional and program performance can be measured.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Participates in the selection and procurement of safetyrelated and environmentrelated tools and equipment.
  • Advises management where frontline staff may be endangering themselves, others or the environment. Also identifies compliance and related performance issues for the Division's senior management, the unit manager and the Division's managers including making recommendations for corrective actions.
  • Provides leadership in promoting a proactive risk management culture. Utilizes standardized risk identification and ranking tools and promotes a consistent approach to risk management.
  • Utilizes specialized knowledge to interpret specific environmental and/or health & safety conditions (i.e. Industrial Hygiene, Hazardous Waste classification, suspect soils evaluations, etc.)
